Study On The Problems And Countermeasures Of The Network Supervision Of Food Safety In The Grassroots Government

Food safety is a major issue related to the safety of people’s lives,socio-economic development,and sustained domestic stability.It requires the government to have good food safety regulatory capacity.The report of the 20th National Congress of the Communist Party of China proposed the concept of "Big Food Concept",aiming to adapt to changes in the times,promote the reform of the agricultural supply side structure,and build a food supply system that people can eat well and safely.In recent years,China has carried out a series of practical exploration of institutional reform related to food safety,but various food safety incidents are still emerging in endlessly,and the domestic food safety situation is already grim."H Town is a township in the north of X District in Suzhou City.In 2019,the comprehensive administrative law enforcement bureau of H Town was reformed,integrating safety supervision,environmental protection,and market supervision functions,and implementing a comprehensive network law enforcement model,achieving some results.".However,there are still some deficiencies in food safety supervision.Studying and solving these issues has great significance for H Town to improve its food safety governance level.This article takes the networked supervision of food safety in H Town as a case study,and systematically reviews the relevant literature on food safety supervision at home and abroad.Based on the theory of government regulation and networked governance,the research was conducted using literature research,comparative analysis,interview research,and questionnaire survey methods to sort out the policy development and reform of food safety regulation in China,the regulatory content,and the significance of supervision.Conduct in-depth study on the networked supervision of food safety by the Comprehensive Administrative Law Enforcement Bureau of H Town,and analyze the current situation of networked supervision of food safety.In recent years,the achievements are mainly reflected in the realization of networking of governance structures,digitization of governance tools,and whole-process food safety supervision.Food safety satisfaction is increasing year by year.At the same time,analyze the problems existing in the network supervision,mainly including the low participation of multiple entities in the network supervision of food safety,the rigid regulatory process,the lack of supervision data on digital platforms,and the weak sense of responsibility of food business entities.The reason lies in the imperfect participation mechanism of multiple entities in the networked supervision of food safety,insufficient optimization of the networked supervision process of food safety,insufficient digital efficiency of the networked supervision of food safety,and insufficient service guidance from government departments.Finally,aiming at the problems existing in the networked supervision of food safety,using advanced experience at home and abroad for reference,countermeasures and suggestions are proposed,mainly including improving the collaborative mechanism of multiple entities in networked supervision,optimizing the process of networked supervision of food safety,improving the establishment of the "Dai Zong Zhi" app digital platform,enhancing the targeted and long-term effectiveness of networked supervision of food safety,optimizing service guidance,and strengthening the responsibility of food business entities.
