Research On Food Safety Supervision Problemsand Countermeasures Of Grassroots Government

With the continuous improvement of people’s living standards,eating at ease and safety has become a problem of common concern to the people,and efficient food safety supervision is an effective means to ensure food safety.The concept of food safety supervision and regulators in China have changed several times.In general,the overall environment of China’s food safety supervision is improving.The pattern of comprehensive supervision has been formed,and the supervision efficiency has also been effectively improved.However,the occasional occurrence of food safety public opinion and the public’s zero-tolerance attitude towards food safety time show that our food safety supervision ability still needs to be improved.As the most basic level of the governance system of the county,the research on food safety supervision at the county and district level can clearly clarify the current problems in food safety supervision of China’s grass-roots government,and conduct further research to propose solutions to help the overall food safety supervision situation in China develop.In this paper,in order to better understand the grass-roots food safety supervision,we first explain its basic concept,that is,the measures and results taken by the grass-roots government in the process of food safety supervision and supervision.Next to the provincial capital city center city Y area as the research object,based on the integrity of governance and government coordination theory,administration theory,the use of literature research and research method,case analysis of Y area food safety regulation status,found that the current food safety regulation achieved certain results,such as the implementation of comprehensive supervision,law enforcement efficiency,etc.,these show the superior institution reform is fruitful.However,we also found that there are some problems in the current food safety supervision in Y District,such as insufficient professional supervision,outdated law enforcement,and unsatisfactory effect of food safety supervision solely relying on the government;irregular law enforcement and supervision process,which affect the overall food safety environment in Y District.Through reason analysis,we find that the above problems in Y area are mainly due to the large gap between treatment and the mismatch between rights and responsibilities of the grassroots;the supervision ability is weak due to the shortage of financial funds;the social co-governance of food safety is not effectively formed,and the legal level of food safety supervision is not high.By referring to the experience of domestic food safety demonstration city,combined with the actual situation of Y district,we conclude that the measures of strengthening the construction of professional law enforcement team,increasing financial investment,and taking multiple measures to build the social co-governance pattern of food safety can effectively improve the level of food safety supervision in Y District.This can further implement the food safety supervision standards,improve the grass-roots government,and solve the problem of food safety supervision under the continuous development of the economy.
