A Study On Intelligent Supervision Of Food Safety At Grass-roots Level From The Perspective Of Holistic Governance

After the well-off society in an all-round way,People’s pursuit of a better life is getting higher and higher,and they are paying more and more attention to food safety and diversification of supply.Food safety is not only related to the residents’ health and life safety,but also related to social security and stability.In recent years,more and more attention has been paid to food safety at all levels,and the 20 th Party Congress Report has incorporated it into ping an China’s bottom-line tasks.However,due to the shortage of supervision manpower,the huge body of supervision,and the lack of supervision during key periods,it is difficult to achieve full coverage of food safety supervision.Therefore,it is of great theoretical and practical significance to build a food safety intelligent supervision system by digital means.The article takes the food safety intelligent supervision system of Y City in Shandong province as the research object,and interviews with the practitioners and the masses,etc.,the present situation of intelligent supervision of food safety in Y City of Shandong province was analyzed from the aspects of the basic situation of food safety,the main methods and effects of intelligent supervision of food safety,and the existing problems.From the perspective of holistic governance theory,this paper analyzes the fragmentation of the subject of intelligent supervision,the lack of cooperation mechanism in the organization structure of intelligent supervision,the gap in the convergence of the platform of intelligent supervision technology,and the dispersion of the data resources of intelligent supervision,it is found that the main reasons are the lack of cooperation awareness of the various subjects of smart supervision,the path dependence of smart supervision on traditional supervision,the lack of top-level design in the construction of smart supervision technology platform,the inconsistent data standards of smart supervision,and the lack of funds and human support for smart supervision.In the light of national policies and realities,this paper puts forward the countermeasures from five aspects: strengthening the multi-subject co-governance thought of intelligent supervision on food safety at the grass-roots level,establishing and perfecting the mechanism of intelligent supervision on food safety at the grass-roots level,designing an integrated model of intelligent supervision on food safety,establishing a unified standard for the data of intelligent supervision on food safety,and improving the intelligence supervision ability of the supervision team on food safety at the grass-roots level.
