Research On The Problem And Countermeasure Of Land Law Enforcement Supervision

In recent years,cultivated land protection has become increasingly important.Cultivated land protection is to ensure national food security.Without cultivated land,it can not be called food production.In the current special period when international relations are extremely sensitive and global food trade is complex and changeable,land law enforcement and supervision has played an important role in protecting cultivated land,ensuring development and protecting people’s rights and interests.Keeping the red line of cultivated land protection is the bottom line of land law enforcement and an urgent problem to be solved.The central government’s decision on institutional reform in 2018 has brought many new opportunities and responses to local government departments.The scope of land law enforcement supervision and law enforcement is wide and large.Multi head law enforcement and the intersection of rights and responsibilities have always plagued all parties’ administrative law enforcement.Through the integration of law enforcement subjects,the reform of local institutions is promoting the integration and overall planning of all parties’ administrative law enforcement forces and building a more efficient comprehensive law enforcement.Based on the theory of land use control,the goal of this paper is to limit the negative effects of land violations by means of law enforcement and supervision,starting from the goal of protecting public interests and controlling the disorderly development and construction of non construction land.Using the methods of literature research and case analysis,this paper studies the illegal dilemma of land in typical economic and technological development zones,compares the relationship between non cooperation and cooperative game in the external environment,finds out the problem elements of internal driving factors,and mainly analyzes the allocation of land resources in the zone through the trend analysis of main economic indicators;Behind the appearance of the indicators,further analyze the characteristics of examination and approval,illegal acts of unreasonable use of land and classification of illegal uses of land;And the establishment of law enforcement agencies.The study found that there are legal system,consciousness,mechanism,internal driving factors and so on.Accordingly,it puts forward comprehensive measures,including improving examination and approval,making up for the shortcomings of the legal system,integrating comprehensive law enforcement,strengthening internal driving construction,and creating a good external environment.It is expected that through the case study of economic development,efficient land use and law enforcement supervision,it will provide theoretical and practical reference for land law enforcement and supervision to more efficiently protect the economy and protect farmland.
