Research On The Adjustment Of Township Administrative Divisions Under The Background Of Governance System Modernization

Since the reform and opening up,in order to meet the needs of economic and social development,township administrative divisions have been adjusted all over China.After the18 th CPC National Congress,the CPC Central Committee made arrangements to optimize administrative divisions,and some provinces explored and practiced them.The Fourth Plenary Session of the 19 th CPC Central Committee held in November 2019 put forward the requirements of promoting the modernization of the governance system.How to reflect the connotation of the modernization of the governance system in the adjustment of administrative divisions and solve the problems that do not adapt to the modernization of the governance system in grass-roots governance through the adjustment of administrative divisions,so as to better realize the goal of the modernization of the governance system has become a major issue for governments at all levels,It is also an important topic of public management.The main features of governance system modernization include leadership system modernization,democratic rule of law system modernization,administrative management system modernization,economic development system modernization,people’s livelihood security system modernization,and social governance system modernization,covering all aspects of reform,development,and stability.These are not only requirements at the national level,but also should be reflected in grassroots administrative management and social governance.This article takes this as the research focus,adheres to goal-oriented and result-oriented,and aims at realizing the modernization of the governance system.It analyzes the problems and paths of the adjustment and reform of township administrative divisions.Demonstration on infrastructure construction,the expansion of advantageous and characteristic industries,and the innovation of grassroots governance models,with a view to putting forward valuable policy recommendations on how to realize the modernization of the governance system through administrative division adjustments.In this regard,this article summarizes and analyzes the new round of township administrative divisions in Sichuan Province,summarizes the main goals,basic principles and future trends of this reform,and uses typical cases-Shuangliu District,Chengdu City,Yanjiang City,Ziyang City The district and Xuanhan County of Dazhou City are used as a model to analyze the data and situation,show the overall path and differentiated mode of the adjustment of the administrative division of the township,and propose the policy path to realize the modernization of the governance system through the adjustment of the administrative division of the township.
