Research On The Modernization Of Grassroots Governance System

Since is has become the general objective for the deepening reform that perfecting and developing the socialism with Chinese characteristics, and promoting the modernization of the national governance system and governance ability, domestic social scientists begin an extensive and deepgoing research on the notion of the national governance system and the modernization of the national governance system. The research on the grassroots governance system is a specific field of the national governance system. Among these research achievements, people usually chose urban community or rural village as the object of study, the research on villages and towns is seldom. But, it is of significance to research the governance system in villages and towns. The grassroots governance system in villages and towns is a constitutive system, which includes two subsystems (the governance subject system and the governance mechanism system in villages and towns).They play an important role in the grassroots governance system in villages and towns, as well as to maintain and achieve the function of it. This analytical model is based on the structural functionalism.The national governance system focus on the importance of the politics,the economics and the culture,while the grassroots governance system in villages and towns stress on the governance subject and the governance mechanism.In the governance subject,as the same with the national governance system, the grassroots governance subject is multiple,not only impress the importance of the township Party committee and the township government,but also attach importance to the supplementary significance of the township organization and social forces.About the governance mechanism,which is different from the national governance system, given the reality of the national political system,the legislative system of the township grass-roots is missing,we can only recognize the relative integrity of the township grassroots governance mechanism,but the attempt to carry out the legislative work in the more special nationality townships is worthwhile. The different stages of the township governance system has its unique characteristics, the history and reality of national development created by the township governance system must have a correct understanding. When we stress the positive achievements, it is also recognized its insufficient. Then, I express the structure and the specific function of it,try to make sure the positive and negative aspects of the grassroots governance system.So,we need explore the modernization of the grassroots governance system from three aspects: legalization, democratization, scientific and effective.
