Research On The Role Of Government In The Optimization Of Business Environment In J City

One of the important components of the socialist market economy with Chinese characteristics is the private economy.To a certain extent,its development level can reflect the overall level of economic and social development of a country or region.Building a good business environment is a necessary condition for promoting high-quality and sustainable development of the private economy.The government is an important supplier of the business environment system.In order to build a high-quality business environment that can promote the development of enterprises,the government needs to efficiently play its functional role,improve the level of marketization,rule of law,internationalization,and facilitation,so that the survival and development of private enterprises have stable policy guarantees,fair competition environment,fair judicial norms,and predictable development prospects,thereby enhancing the endogenous driving force of private enterprise development.Based on the starting point of "optimizing the role of the government in the business environment",taking J city and one place as the research object,from the perspective of private enterprise demand survey,this paper analyzes and summarizes some domestic and foreign documents related to the business environment and private economy,and builds a solid theoretical framework;Using new public service theory,governance theory,and transaction cost theory,,literature analysis method,questionnaire survey method,in-depth interview method,analyze the current situation of the role of the government in the business environment of J City,deeply analyze the existing problems and reasons,and propose targeted countermeasures and suggestions for the government to optimize the business environment of J City.City J has done a lot of effective work in optimizing the business environment.In the2021 China’s Best Business Environment Cities Ranking,China’s Urban Political and Commercial Relations Assessment Report,the National Business Environment Assessment and other national assessments,the relevant indicators of the business environment of City J ranked among the top 10 in the country,and was awarded the National Business Environment Benchmark City.This fully shows that the business environment of J City has achieved fruitful reform results against the existing standards in China,but it must also be seen that compared with Beijing,Shanghai,Guangzhou,Shenzhen and other regions with outstanding achievements in government reform and corporate reputation,the crux of the problem is deeply analyzed in terms of factor protection,government efficiency,market equity,rule of law justice,and innovation incentives,Formulate improvement measures in line with the actual situation of the region,and implement and improve them item by item.Through investigation and comparison,the existing problems of the government’s role in the optimization of the business environment in J City are the common problems of most northern cities at present.Through this study,in addition to providing ideas for the optimization of the business environment for J City Government,I also hope to provide some valuable experience for other cities with the same or similar problems.
