Research On The Performance Evaluation System Of Business Environment Based On The Perception Of Private Enterprises

Private enterprises have played an increasingly important role in promoting the high-quality development of China’s economy,mainly reflected in promoting economic growth,solving employment problems,and maintaining investment vitality.However,compared to other ownership enterprises,private enterprises have certain innate defects in their development process,and their performance level is more sensitive to the external environment,which requires a good business environment.At present,various regions in China are vigorously improving the business environment of private enterprises,but there are still shortcomings,such as exclusion,government dishonesty,etc.The existing evaluation system is also not sound,and cannot fully play the role of leading and supervising the optimization of the business environment.Therefore,there is an urgent need to scientifically and effectively evaluate the business environment.The purpose of optimizing the business environment is to better serve market entities.Therefore,the evaluation of the performance of the business environment should also be based on feedback from market entities,and the satisfaction of market entities should be the fundamental criterion for evaluation.Based on this,this article starts from the perspective of private enterprise perception,takes satisfaction of private enterprises as the goal orientation,combines the development characteristics of private enterprises and the core competitive factors that affect the development of private enterprises,The Grounded theory is used to establish a business environment performance evaluation dimensional model including one target layer,four first level indicators,and 24 second level indicators through three-level coding.The business environment performance is evaluated from four dimensions of market environment,government environment,legal policy environment,and human environment.The combined weighting method is used to determine the weight of indicators.It is concluded that the market environment has the largest contribution to business environment performance,followed by the government environment,Secondly,the humanistic environment and legal policy environment were selected for evaluation,and the TOPSIS evaluation method was selected.Applied research was conducted using ten districts and cities in Qingdao as examples,and obstacle degree models were introduced to determine key obstacle factors.The research results indicate that the overall performance of the business environment is good,but there are significant differences in performance between different districts and cities.Further analysis of the criteria layer indicates that the legal and policy environment,as well as the market environment,are the main factors affecting the overall performance level.Special attention should be paid to the government environment and cultural environment,although relatively good,there are still some shortcomings.Among them,10 indicators,including policy completeness,competitive fairness,policy stability,policy implementation,technological innovation support,efficiency,healthcare,human resource supply,service awareness,and tax burden,are the main obstacles to the performance of the business environment.Applying the evaluation results,it is proposed that private enterprises should choose a good business environment and comprehensively consider investment and development areas;We should make good use of the business environment and actively seize new opportunities for development;We should pay attention to the good business environment,promote further optimization and improvement measures,and promote the further development of private enterprises.
