In the context of building an innovative country and a technological power,the military civilian integration development strategy,as one of China’s important national strategies,is an effective guarantee for improving the national technological innovation strength.The sharing of military and civilian scientific and technological resources is not only a key way to cultivate national innovation advantages,but also an important content to promote the deep integration of military and civilian.Both the report of the20 th National Congress of the Communist Party of China and the Opinions of the General Office of the State Council on Promoting the Deep Development of Military Civil Integration in the National Defense Technology Industry propose to promote the coordinated sharing of military civil technology resources.However,the efficiency of sharing military and civilian scientific and technological resources in China is still low.How to improve the efficiency and effectiveness of sharing military and civilian scientific and technological resources is one of the important issues that need to be addressed urgently.The essence of military and civilian scientific and technological resource sharing is value creation,and the value co-creation idea of multiple subjects in the value co-creation theory coincides with the connotation of military and civilian scientific and technological resource sharing.Therefore,based on the value co-creation theory,this article conducts research on the sharing of military and civilian science and technology resources,and proposes four value co-creation mechanisms for sharing military and civilian science and technology resources,with a view to guiding the practice of sharing military and civilian science and technology resources.First of all,this article analyzes and summarizes the research field of military and civilian science and technology resource sharing,summarizes the theoretical basis(game theory,system dynamics,value co-creation theory)and literature review(civil science and technology resource sharing,military and civilian science and technology resource sharing),and proposes a value co-creation theoretical model for military and civilian science and technology resource sharing.Secondly,in order to analyze the value co-creation game behavior of military and civilian science and technology resource sharing,a tripartite game matrix of government,military science and technology subject and civil science and technology subject is constructed based on evolutionary game theory,and the dynamic evolution process of the model is simulated by MATLAB software to determine the key factors affecting the value co-creation of military and civilian.Thirdly,design and propose a value driven mechanism,a value service mechanism,a value interaction mechanism,and a value guarantee mechanism for the sharing of military and civilian scientific and technological resources.Finally,select China’s electronic and communication equipment manufacturing industry as the simulation object to construct a value co-creation system dynamics model for military and civilian science and technology resource sharing.By changing the initial strategy,simulation studies the impact of various key factors involved in the above four mechanisms on the value co-creation system for military and civilian science and technology resource sharing,including the total amount of military and civilian capital sharing,the total amount of military and civilian talent sharing The impact of important horizontal variables such as the total amount of military and civilian equipment sharing and the total amount of military and civilian patent sharing.Based on the research results,the following conclusions can be drawn: First,according to the evolutionary game results,the strategies selected by the government,military science and technology entities,and civil science and technology entities are variable rather than unique.In different external environments,each value co-creation entity will choose the strategy that benefits it the most based on the decisions of the other two entities.Among them,government support and guidance,profit distribution ratio,and value co-creation cost are crucial influencing factors.Secondly,the interaction and influence of value driving mechanism,value service mechanism,value interaction mechanism,and value guarantee mechanism can ensure the smooth operation of the value co-creation system for sharing military and civilian scientific and technological resources.Thirdly,according to the simulation results of system dynamics,incentive systems,market demand drivers,and profit distribution systems are the main factors that positively affect the value driving mechanism;The maturity of intermediary organizations,the perfection of the construction of military and civilian science and technology resource sharing platforms,and management systems are key factors that positively affect the value service mechanism;The willingness of the military to co create value,the willingness of the civilian side to co create value,and the convenience of communication channels are key factors that positively affect the value interaction mechanism;In addition to the degree of differentiation of military and civilian technical standards being an impediment,government support and guidance,and the perfection of laws and regulations are key factors that positively affect the value assurance mechanism.Finally,based on the results of system dynamics simulation,the conclusions of the three-party evolutionary game,as well as the current difficulties and pain points in the sharing of military and civilian scientific and technological resources,targeted recommendations are proposed to guide the value creation activities of military and civilian scientific and technological resources sharing,so as to achieve the coordinated development of national defense industry demand and social economic construction.
