Research On The Collaborative Supply Of Grassroots Public Services From The Perspective Of Rural Revitalization

The "issues concerning agriculture,countryside and farmers" are fundamental issues related to the country’s livelihood,and the effective supply of grassroots public services is an important guarantee for the long-term stability of the country.The 19 th National Congress put forward the major strategy of rural revitalization,specifying the general requirements of "prosperous industry,pleasant ecology,civilized countryside,effective governance and prosperous life",and made a major strategic plan for China’s rural social development in the new era.The revitalization of the countryside cannot be achieved without the high quality and efficient development of grassroots public service supply,and the effective supply of grassroots public service is the key to the revitalization of the countryside.In recent years,No.1 central document unveiled by the Central Government has repeatedly emphasized the need to systematically improve the quality and level of grassroots education,medical care,social security,pension,recreation and other public services,and accelerate the equalization of basic public services in urban and rural areas,so the issue of building and improving the supply of grassroots public services has been placed in a very important strategic position.Therefore,under the new situation,how to effectively provide public services has become a new hot topic.This study is based on the overall idea of "conceptual fit-logical coupling-description of the current situation-dilemma analysis-analysis of causes-experience-system construction-realization path.This study explores the issue of collaborative supply of grassroots public services in the context of rural revitalization.Firstly,we define the four concepts of rural revitalization,grassroots,public service and its supply,and grassroots public service and its supply,and sort out the full-cycle management concept and collaborative governance theory,so as to lay the theoretical foundation of this paper.Then,the current situation of grassroots public service provision in China is described from four aspects: the current situation of policy support,the construction of supply system,financial input and existing deficiencies;the fragmentation dilemma of grassroots public service provision in China is analyzed from four aspects: target concept,participating subjects,decision-making mechanism and content process;the causes of the fragmentation dilemma are summarized from three perspectives:bureaucracy,supply subjects and institutional changes.We then systematically study the initiatives and experiences of three developed countries,namely,the United States,Germany and Korea,and three typical cases selected from the eastern,central and western regions of China,in order to summarize the commonalities and refine universal experiences for the following.Finally,in order to improve the grass-roots public service supply system,enhance the effectiveness of grassroots public service supply,and promote the better and faster realization of the strategic goal of rural revitalization,this study constructs an innovative grassroots public service collaborative supply system under the perspective of rural revitalization from the perspective of collaborative supply concept,collaborative supply subject,collaborative supply process,collaborative supply decision,collaborative supply mode,and collaborative supply pattern,and proposes the realization path.
