Research On The Practice Of Cooperatives Embedded In Grass-Roots Governance Under The Strategy Of Rural Revitalization

The report of the 19th National Congress puts forward to promote the strategy of rural revitalization in an all-round way and treat the construction of the Party’s grass-roots organizations with more strict requirements and a higher level.Shandong province plays the role of the party organization,mobilizes the subjective initiative of the masses,and effectively solves the problems existing in the development of Rural Revitalization by promoting the party branches leading cooperatives through the whole area.Existing studies on cooperatives are mostly focused on their economic characteristics,and less on cooperatives’ participation in grassroots governance.This article aims to explore the social service functions of cooperatives from the perspective of cooperatives embedded in grassroots governance,and promote the formation of multi-subject collaborative governance in rural society Pattern.Based on the practice of party branch leading cooperatives in Zhaoyuan,this paper benefits from the analysis framework of embedded governance theory,combining with the data collected from field observation and interviews,to analyze the effectiveness of the Party branch leading cooperatives embedded in the grass-roots governance from four aspects of economy,politics,service and society.The cooperative led by the Party branch has played a positive role in promoting rural development.At the same time,there are some problems in the process of embedded in the grass-roots governance,such as homogeneous development,weak sense of democratic participation,unbalanced supply of public services,etc.These problems are not only due to the development level of the cooperative itself,but also due to the imbalance of policies and political intervention of the grass-roots government.On this basis,the paper puts forward countermeasures from the aspects of strengthening the self construction of cooperatives,improving the leading ability of Party organizations,cultivating rural governance elites,strengthening legislative protection and policy guidance,so as to provide reference for improving the embedded governance level of cooperatives in the city.
