Empirical Research On The Influence Of Local Government’s Collaborative Governance On The Supply Quality Of Rural Public Goods

In the report of the 17 th national congress, comrade Hu Jintao pointed out that “we want to balance urban and rural development promoting a new socialist countryside construction and solving the problems of agriculture, rural areas and farmers are matters of the overall situation of building a moderately prosperous society and must always be as the party’s work center” It will be beneficial to promote the process of urbanization and improve living standards of rural residents and narrow the gap between rich and poor,when we solve the problem of the public goods supply in rural areas, The defects of the supply system is the main problems of rural public goods supply in our country, mainly in the imbalance of supply and demand, and the phenomenon of excess supply and shortage supply. System defect makes the quality of rural public products supply is far below the urban public goods supply efficiency, especially in more remote parts of the west.The comprehensive development of rural economy and society cannot leave the effective supply of public products for the strong power, therefore, to develop the rural’s economy, local governments need to make more efforts to improve its quality. The quality of the supply of rural public goods must be related to government management, especially specific governance model. The current local government in order to bring various social resources into the field of public administration, the shift towards a service-oriented government efforts to achieve the goal, local government on the management mode of collaborative governance. Although this governance model still has some defects, but compared with the previous single center of local government governance has obvious advantages, so in collaborative governance mode, the quality of the supply of rural public goods has a certain significance. This paper mainly focus on the collaborative governance mode and the quality of rural public product supply study, on the basis of predecessors’ research results, using the empirical analysis, explores the collaborative governance mode which factors will influence to the quality of rural public products, constructs the collaborative management model of local government on the supply quality influencing factors model, analyzes the various factors impact on the quality of different level, and put forward the strategies to raise quality of rural public products supply are suggested. This study is to investigate the local government cooperative governance model of influence factors on the quality of the rural public product supply, and put forward the following three hypotheses: diversification of the governance of rural public products supply quality have a significant impact; Interdependent degree between the main body on the supply of rural public product quality have a significant impact; Subject the interactions between different effect on the quality of the supply of rural public goods exist significant differences. This paper uses the method of literature and questionnaire survey through the questionnaire survey to collect data, and using SPSS17.0 to research all the factors impact on the quality of the rural public product supply. The results show that the diversification, dependency and the interaction between the subjects have some relevant or significant impact on the quality of the supply of rural public goods.
