Since the reform and opening up,in order to meet the needs of economic and social development and better play the role of the government,my country has insisted on continuously promoting the reform of government institutions and the transformation of their functions.At present,the construction of a service-oriented government in my country has achieved phased results,but there is still a certain gap compared with the goal of building a service-oriented government that the people are satisfied with,and there are still some more prominent problems to be solved urgently.The implementation of the power list system is not only a key step in restricting and regulating the operation of administrative power,but also an entry point and starting point for building a service-oriented government that is satisfactory to the people.The reform of the local government power list system directly affects the implementation of the power list system and the effectiveness of the service-oriented government construction.becomes particularly important.From the perspective of the power list system,this paper uses the case analysis method,qualitative comparative analysis method and other research methods.First,it explains the internal logical relationship between the power list system and the serviceoriented government,and defines the theoretical basis.Then,three representative cities in the east,middle and west are selected for investigation,to understand the current situation of service-oriented government construction under the power list system,and to explore its existing problems and challenges.Then,referring to the "China Countylevel Government Performance Report 2019",28 provinces across the country were used as research cases,and three-dimensional indicators were selected to measure the government,and the provincial government performance index was selected as the result variable.The implementation of the power list system and the level of serviceoriented government construction in 28 provinces are analyzed.Then use fs QCA3.0software to conduct qualitative comparative analysis,study the complex causal relationship between different combinations of multiple policy tools and the level of service-oriented government construction from the perspective of the overall configuration,and conduct robustness tests to obtain a total of positive and negative A total of twenty-one configuration paths.The research shows that the level of service-oriented government construction under the power list system is not determined by an antecedent condition alone,but is affected by the combined effect of multiple conditions.At the same time,the configuration paths have the characteristics of diversity,but they also have certain similarities and commonalities.The comprehensiveness of policy tools is positively correlated with the level of service-oriented government construction under the power list system.Based on the above analysis,this study concludes three improvement paths that are helpful to promote the implementation of the power list system and construction of a service-oriented government,the rule of law-synergy path,and the information-service path.By summarizing the representative provinces corresponding to each path and putting forward corresponding policy suggestions for their deficiencies,we can continuously improve the power list system and promote the construction of a service-oriented government.
