Research On The Construction Of Party And Government Cadres In Towns And Townships Under The Background Of Organizational Revitalization

Township party and government cadres are the basis for grassroots Party organizations to play the role of battle barrier.To realize the revitalization of the organization,it is necessary to train and bring up a team of high-quality party and government cadres in towns and villages,so that the new mechanism of rural governance is more effective and fuller of vitality.As the backbone of grassroots party organizations,township party and government cadres directly face the countryside and farmers to implement the party and the country’s policies and guidelines,to promote the policy of benefiting agriculture plays a very key role.Party and government cadres in towns and townships should highlight the leading function of grassroots Party organizations,promote the deep integration of Party building and village construction,so that the organizational advantages of party organizations can be effectively transformed into development advantages that promote the revitalization of organizations.From the perspective of organization revitalization,this paper selects township party and government cadres in Y District in western Guangdong as the research object,and researches the construction of township Party and government cadres in Y District in western Guangdong through questionnaire survey,in-depth interview and other methods on the basis of Marx and Engels Party organization construction theory.Firstly,the basic situation of Y district in western Guangdong is described.Secondly,the efforts made by Y District in the construction of township party and government cadres are introduced from three aspects: promoting cadres at the grass-roots level,incubating cadres in an all-round way and retaining cadres through multiple measures.Thirdly,combined with the survey results in Y district,it is found that there is a gradient structure aging in the construction of township party and government cadres in Y District;The problem of "four styles" of party and government cadres at grass-roots level in some towns is prominent,and their comprehensive quality and ability are low.Salary,political treatment asymmetry,lack of vitality of the cadre team four problems,and in-depth analysis of their causes: backward concept of employment;Poor organizational construction;Lack of in-depth education and training;The cadre management mechanism is not perfect.Finally,"Party building + talent";"Party construction + management talent";"Party building + Talent education";"Party building + love talent" four aspects put forward countermeasures to improve.
