Since 1990s,socialist market economic system established in our country unsteady greatly executive administration system under planning economic system .All these elements such as the objective demand of market regulations ,the entry into WTO , the tendency of the world integrating ,the development of democracy as well as enhancing of civil supervising idea demand urgently government department to change responsibility and improve efficiency .At the same time when we construct material and spiritual civilization ,we have still to construct political civilization in order to normal and estimate and stimulate effectively executive behavior it is inevitable to enhance civil servant performance appraisal.This thesis under the background which is governmental responsibility reforming proposes the inevitable demand to establish organizational incentive mechanism and to enforce organizational performance appraisal through narrating the importance of modern public administration. On basis of two functions of performance appraisal that are evaluating and developing, It systematically evolves performance appraisal into performance management, and merges it into human resource management system. Beginning with theJ0basic theory of performance appraisal, the thesis study deeply performance appraisal content ,function ,principles, procedures, indexes and index system, index weight, performance appraisal methods and relative theories ,which provide solid theoretical support for applied research of this thesis.Taking Lanzhou Administration for Industry and Commerce Xigu Branch as an actual example, at first, this thesis analyzes deeply the existing problems in performance appraisal in light of the appraisal situation of civil servants andconducts integrally different analysis from such these factors as concepts , environment, mechanism , capability and tool, etc .Secondly , in light of the appraisal theories applying a series of methods it establishes the performance appraisal indicator system of Xigu Branch. Thirdly, applying AHP it identifies appraisal indicators weight .Eventually selects the latest evaluation methods such as Fuzzy AHP ,360 Degree Appraisal and so on ,it examines the performance of civil servants of Xigu Branch ,resolves the main problems such as appraisal indicators unclear , appraisal personnel single, appraisal accuracy and stability poor , and proposes the measures to carry out performance appraisal .The researching outcome of this thesis improves performance appraisal of civil servant more effective and normal.
