Delayed retirement refers to the upward adjustment of the retirement age by the state according to the age structure of the society,the pressure of the job market and the changes in the income and expenditure of the pension fund.Delayed retirement is not only a hot topic in society,but also concerns everyone’s personal interests and the overall socio-economic operation.In the 14 th Five-Year Plan,the state has made it clear that it will implement a gradual delay in the statutory retirement age and introduce policies corresponding to the delayed retirement.Based on this background,this thesis selects the enterprise employees’ pension insurance,which covers the largest number of people and has two types of insurance status,workers and cadres,and has different retirement age.For the two participant statuses of workers and cadres are analyzed separately,based on combing the development history of the current retirement system and analyzing the problems faced by the current retirement system,the overall analysis,by drawing on the actuarial model of the enterprise employees’ pension insurance of the Ministry of Human Resources and Social Security and taking into account the population and other factors,will implement the delayed retirement By comparing the various indicators of the balance of the social insurance fund under the assumption of delayed retirement policy with those under the non-delayed retirement policy,it is determined that the number of active participants,number of contributions,fund income,average pension benefits,and system dependency ratio under the delayed retirement policy are higher than those under the non-delayed retirement policy.Thus,it is judged that the implementation of the delayed retirement policy is conducive to achieving the balance of income and expenditure of the pension insurance fund for enterprise employees in Inner Mongolia Autonomous Region,and to a certain extent,it is conducive to circumventing the drawbacks brought by the aging population to the economic and social development and the balance of income and expenditure of the pension insurance fund in the region.After a comprehensive analysis of the favorable and unfavorable effects of the implementation of the delayed retirement policy,a policy recommendation is made to take the lead in delaying retirement in small steps,starting with female workers,and to implement a delayed retirement policy with a difference between men and women,which is suitable for the regional situation.In addition,we have made suggestions for the implementation of a contribution base,the development of a multi-pillar pension system,the upgrading of the level of coordination,the strengthening of training and support for participants in the forty-five and fifty age groups,the formulation of measures to protect the employment stability of people in their forties and fifties,and the development of commercial insurance suitable for participants in their forties and fifties.
