Study On The Functions Of Township Government In The Management Of Rural Collective Assets

For a long time,The "Three Rural problems" are always the focus of attention by the CCP(China Communist Party)and the government.The rural collective assets well management is the key to improving the works of the "Three Rural Problems ".The rural collective assets have an important effect on promoting rural economy and social prosperity,increasing farmers’ incomes sustainably and stably,and boosting the integration construction of urban and rural areas.This work involves many roles such as village committees,collective economic organizations,and local governments.The focus of many types of research presently is only on the 1st 2 roles and the role of the township government is neglected.Township governments act an important role in collective asset management as "guider,planner,and supervisor",and the development of rural collective assets is inseparable from the guidance,support,and supervision of township governments.The role of the township government is to act well on asset management can increase operation efficiency,promote the development of collective economy,and safeguard the fundamental interests of entire farmers.This paper focuses on the management of rural collective assets in T town and explores the theoretical.and practical logic of township governments performing the duties in collective asset management utilizing the principal-agent theory theory,modern property rights theory,and government tool theory.The five major functions of business guidance,organization and coordination,supervision and management,policy support,and institutional security acted by the T town government in management are analyzed and summarized,and certain management achievements have also been achieved.However,through questionnaire surveys and interviews with different groups of people in T Town,it was found that there are still some deficiencies on the function execution of the government in property rights transactions,asset and capital verification,supervision and management,policy support,and financial systems.It is mainly affected by the internal factors of the government’s own institutional system and external factors like the social environment,including the government’s management concepts,multiple role contradictions,the government pressure-style system,and the decrement of public trust in the government.Based on analyzing and summarizing the management experience of other townships domestically,the following aspects of optimizing the roles of township governments were proposed for T town government,these are as standardizing on guiding property rights transactions,working well on asset and capital verification,establishing and perfecting the supervision and management system,enlarging policy support dynamics,perfecting relevant systems,defining responsible departments,and expanding the talent team so that the rural collective management skill can be improved.
