| Since the reform and opening up,the rural collective property right system has experienced four times of change and development.Since 2007,a new round of rural collective property reform has been carried out,starting from the transfer of contracted land management rights,development in land ownership confirmation,and reform of rural collective property ownership.After several rounds of trials and comprehensive promotion by local governments,this reform has indeed achieved some gratifying results.Rural collective economic cooperatives have been established continuously.However,with the passage of time,the reform promotion work has emerged bottlenecks.How to break the difficulties of reform promotion and how to rely on economic cooperatives to revitalize rural collective assets have become the next stage of local governments must answer the question.In October 2017,S Community in District J was included in the second batch of national pilot reform.After a year’s work in District J,S Community(formerly S Village)joint-stock economic cooperative was established in May 2018.The total amount of collective assets cleared and verified reached 36.4259 million yuan,2352 members of the cooperative were confirmed,and 23,620 shares of equity were set up.It has made a good start for standardizing village finance,clarifying collective property rights and expanding collective economy.The author takes District J’s promotion of ownership reform in Community S as the research object,starts with the definition of rural collective property rights,rural collective assets ownership reform and government’s role in rural collective assets ownership reform,and carries out field investigation on the promotion of ownership reform in District J by collecting a large number of theoretical and practical documents,setting up questionnaires and interview Outlines.Through field research,it is found that there are some problems in the process of promoting the reform of the government of J district: the adjustment function is not playing well,the promotion is not up to expectations,the economic function is not being implemented,and the relief function is not being implemented.Based on the theoretical analysis of government function and market failure,it is believed that the reasons behind the three problems are the insufficient capacity of grass-roots cadres to restrict the play of government regulation function in the reform of shareholding;The lack of internal quality of the masses and policy support makes it difficult for the government to achieve effective economic functions;The unsound social system and self-government system limit the effectiveness of the government relief function in the promotion work.On this basis,the paper puts forward: combining the service-oriented government theory,build the grassroots administrative elite team,and lay a good talent base for the government’s regulating function;Relying on cultural construction projects,salary concessions and other policies,cultivate the quality of the masses,train professional managers,and strengthen the construction of government supporting policies and policy coordination from multiple dimensions,so as to build a good platform for the government to play its economic functions;Improve the legal and regulatory system for the identification of members of collective economic organizations,build a unified rural governance system of "three governance",so as to improve the effective level of government relief function in the reform.It is hoped that through the above policy optimization and adjustment,the development bottleneck promoted by the reform of ownership can be broken,and the purpose of rural revitalization and mass production and income can be achieved. |
