Research On The Development Path Of China’s Characteristic Town Based On The Three-Dimensional Perspective Of Government-Market-Society

The development process of China’s characteristic towns has taken many twists and turns,but they have also made great achievements.Building China’s characteristic towns is a national institutional arrangement and public policy,which lies between macro-institutional and micro-behaviour.It is impossible to study the public policy of China’s characteristic town without grasping the logic of top-level system design.Therefore,this study first analyzes the system of Chinese characteristic towns as an institutional arrangement based on the historical institutionalism paradigm,and then through theoretical coupling,"government-market-society"Model is constructed,which is used to analyze the practice of Chinese characteristic towns as public policies.The former theoretical paradigm divides the institutional change of the characteristic town into three stages:germination,adjustment and deepening,and explores the logic of the institutional change of the characteristic town in China from three factors:institutional context,path dependence and key nodes;The latter analytical perspective serves a clear-set qualitative comparative analysis approach,which helps set out eight conditional variables such as central policy signals,provincial administrative orders,and local government competition,and then conducts a development path study of 36 cases of high-quality characteristic towns announced by the National Development and Reform Commission.The preliminary study finds that the provincial administrative directives are not sufficient for the development of the town.The preliminary study finds that provincial administrative directives are the most important factor in the success of the characteristic towns,but because of their insufficient explanatory power,four paths are further summarized through group analysis.These four paths correspond to the Hefei-Qinghe model in central and northern China,the Deqing-Hangzhou model in the birthplace of the characteristicl town,the Shenzhen-Wuhu model in Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta,and the Suzhou model of the well-developed culture and affluent economy.The four explanatory paths present a new set of practice optimization strategies,that is,stress the political,understand the market,know the society and keep innovation.Specifically,we should deepen the system construction,uphold the concept of common prosperity development;improve the operation mode,build the development factor sharing mechanism;promote multi-dimensional synergy,optimize the governance mode of the special town;strengthen the system change,dissolve the path dependence reverse tension.Overall,this study can provide practical and theoretical references for the decision makers of characteristic,as well as new analytical horizons for the researchers of characteristic towns.
