Study On The Mechanism Of Resolving Rural Micro-conflicts In Grassroots Governance

At present,China’s rural areas are in the key period of the comprehensive implementation of rural revitalization strategy and agricultural and rural modernization.Problems of economic development and spiritual construction are intertwined,and problems of social development and environmental protection are intertwined,resulting in various micro-conflicts.The reasons for the incidents are small,and most of them do not need to resort to law,and are easy to be ignored.However,if the "micro-conflicts"are not discovered in time and dealt with decisively,they will easily become "big problems" and affect stability.Establishing an effective mechanism for resolving micro-conflicts in rural areas is an inevitable requirement for realizing the current high-quality development of rural society,promoting effective prevention and resolution of grassroots social contradictions,and promoting rural social harmony.This paper takes the rural micro-contradiction resolution work in Heshi Town,Taixing City as the research object,using case study method,literature research method and interview method,from the perspective of social conflict theory and cooperative governance theory,analyzes the current situation and characteristics of micro-conflict resolution in Heshi Town,comprehensively summarize the practices of Heshi Town in resolving micro-conflicts.These practices have achieved certain results in resolving micro-conflicts.However,in practice,there are limitations on the role of villagers’self-governance mechanism,the weak linkage mechanism,and lack of effectiveness evaluation and feedback mechanisms.The reasons are mainly reflected in the unclear positioning of the main body of resolution,insufficient coordination of conflict mediation organizations and the imperfect long-term system.Based on the experience and enlightenment of conflict resolution in other rural areas in China,this paper preliminarily explored the countermeasures for the construction of rural micro-conflicts resolution mechanism from the perspective of grassroots governance.The first is to resolve the self-governing body with grassroots party organization as the core guidance,stimulate the villagers’ self-government consciousness and motivation,and cultivate "village elites" who resolve micro-conflicts.Second,in terms of coordination linkage mechanism,it is necessary to promote the full-time professionalization of rural people’s mediators,strengthen the recognition of the masses for resolving minor conflicts,and strengthen the education and publicity of the rule of law among the masses.The third is to establish a long-term comprehensive mechanism to establish an incentive guarantee mechanism for resolving micro-conflicts,improve a diversified solution mechanism for resolving micro-conflicts,and establish and improve a cooperative governance mechanism for micro-conflicts in rural areas.
