| As the rural vitalization strategy of pushing,is placed in a prominent position,modernization of rural governance is the rural conflicts and disputes resolve as a cornerstone of rural governance,is about the development and stability of rural society for a long time,only pay more attention to the changes of the rural society to adapt to the new era,accurate rot the emphasis and direction of the rural disputes resolve,fill up to speed up the short board,strong or weak,Only in this way can we optimize the rural governance system and further push forward the grand strategy of rural revitalization.In recent years,all parts of China have actively explored and innovated systems and mechanisms for resolving conflicts and disputes in rural areas,and many experiences and practices with their own characteristics have been formed.On the basis of summing up experience and learning from advanced experiences,Rongxian County in Sichuan province has boldly explored and innovated in resolving rural conflicts and disputes.The "633" rural conflict and dispute resolution system with the main content of "integrating six types of resources,establishing three mechanisms and building three platforms" has been initially formed.In this paper,from the perspective of resolving conflicts and disputes in rural areas of the county,first of all,literature research method is used to explain the background,significance and theoretical basis of the subject,and analyze the typicality and representativeness of resolving conflicts and disputes in rural areas of Rongxian County "633".Secondly,the background,process,practices and effects of the case were introduced in detail through field visits,interviews and exchanges with Rongxian grass-roots village cadres,villagers,court,procuratorate,public security bureau and justice department employees,discipline inspection and supervision cadres through face-to-face and telephone interviews.Finally on the basis of respectively from three management subject,management process,management way of Rongxian county "633" rural disputes resolve the "longitudinal horizontal","dynamic closed loop","three integration" cure is analyzed,and discuss the three aspects to effectively reduce rural disputes,promote rural governance and effective internal logic,positive role.Study found that in the rural disputes to resolve,implement the "longitudinal cross" is the necessary requirement of effective resolve,optimize rural multiple governance structure from the top-level design,validity and collaborative governance behavior,arouse the enthusiasm of multiple subject participation,and enhance the rural governance resource intensive level,promote the main body of cooperative governance interconnectivity,Maximize the release of the governing body of the "multiplier effect".To do a good job in the "dynamic closed-loop" is an important part of effective solutions.We should build a full-chain closed-loop governance model,constantly explore,experiment,correct and adjust the governance process,and promote targeted governance,reduce governance costs and prevent corruption at the grassroots level in the optimization process.Strengthening the "integration of governance,governance and governance" is the core way to effectively resolve the problem.By activating endogenous resources,clarifying external rules and highlighting internal rules,we can accelerate the transformation of government to people,management to service,and governance to peace of mind,so as to achieve the purpose of good governance in rural areas and consolidate the grassroots foundation for rural revitalization.Finally,the study summarizes and extracts the characteristics and typical experiences related to promoting the diversified resolution of rural conflicts and disputes,which is of positive significance for promoting rural governance and realizing rural revitalization. |
