Research On Urban Resilience Level Measurement And Promotion Strategy Of Heilongjiang Province

The rapid development of urbanization makes the urban complex giant system face various complex,changeable,and uncertain disturbances and impacts.The resilience theory can guide urban construction,development and governance to effectively deal with various uncertainties and risks,and improve the city.In the face of various risks,the ability to resist,recover and adapt.Evaluating the overall level of urban resilience helps implement the theory of resilience to guide urban development and governance practices.Therefore,it is of great significance to use statistical data to quantitatively evaluate urban resilience.This paper combines complex adaptive system theory,risk theory,and resilience theory.Based on existing research,first defines the core concepts of resilience and urban resilience.On this basis,from infrastructure,ecological The environmental,economic and social aspects of Heilongjiang Province’s urban resilience construction and development status are reviewed,and the existing problems in the emergence stage are summarized;secondly,based on the existing resilience evaluation research,the basic principles and ideas for index selection are established,and then the construction The urban resilience evaluation index system of the four dimensions of infrastructure,economy,society and ecological environment;then,the entropy weight cloud model method is used to determine the weight of each indicator,and the statistical data of 12 cities in Heilongjiang Province is used to conduct empirical analysis to obtain the resilience of each city Degree level.The results show that the comprehensive resilience level in most areas of Heilongjiang Province is relatively low.Harbin and Daqing cities have much better resilience than other prefecture-level cities,with a degree of resilience of level five.The resilience level of different cities has different performance.Only two cities in the province have high resilience levels,which shows that urban resilience in Heilongjiang Province is generally insufficient.Specifically,there are certain differences in the performance of various cities in infrastructure resilience,economic resilience,social resilience,and ecological environmental resilience;finally,according to the evaluation results,measures to improve urban resilience in Heilongjiang Province are proposed from the aspects of infrastructure,ecological environment,economic and social development,etc.Suggest.
