For socialist China,the road of human resources development has experienced a long exploration.Since the establishment of the socialist market economy,it has been accompanied by the continuous development and deepening of human resources allocation,involving all aspects.A series of measures have promoted the use of human resources with Chinese characteristics,including the reform of personnel cadres,strengthening the country with talents,active employment to rejuvenating the country through science and education Training,safeguard measures and the road of legal construction.The Chinese government has always been the pioneer of China’s socialist political and economic reform,especially the tax,which shoulders one of the three major sources of fiscal revenue,has been playing the role of the government’s public sector and the main source of fiscal revenue.How to reasonably and fully allocate various resources and improve the tax level through the optimization of human resource allocation,It is particularly important for the tax bureau,especially for the tax department after the national and local tax reform in 2018.It uses the advanced human resource management concept to realize the optimal allocation of human resources and institutions and promote the stable and sustainable development of the tax cause.Taking the human resource allocation of H Tax Bureau as the research object,this paper formulates the optimization scheme of H tax bureau from the five dimensions of total amount allocation,workload status,use effect,structure allocation and quality allocation,combined with the human resource allocation theory,including system policy,post matching and competency,post optimization and personnel control,In order to improve the post competency of employees,achieve the multi-dimensional and comprehensive human resource allocation goal of H tax bureau after the merger,realize the "combination of strength and heart" of H tax bureau’s human resource allocation,and promote the sustainable,healthy and stable development of H tax bureau.At the same time,in order to ensure the smooth implementation of the human resource allocation optimization strategy,relevant safeguard measures have been formulated from the aspects of improving the leadership organization structure,clarifying the work plan,doing a good job in internal ideological work and other guarantees for the implementation of the strategy,so as to lay a foundation for the implementation of the human resource allocation optimization strategy of H Municipal Taxation Bureau.I hope that through the research of this paper,it can provide some guidance and reference for other grass-roots tax departments to optimize the allocation of human resources under the background of national and local tax consolidation.
