Study On The Optimal Allocation Of Human Resources In Zhuanghe Tax Bureau

Human resources is the first element of tax development.For the tax authorities,the merger of national and local tax authorities involves more service management issues for taxpayers and payers,as well as more cadre positions and post arrangement issues within the tax authorities.At the time of national and local tax amalgamation,human resource allocation management becomes particularly important.How to use advanced human resource management concepts to optimize the organization and allocation of human resources is of great practical and long-term historical significance for promoting the reform of national tax,local tax collection and management system and realizing modern tax development.In this paper,through methods such as questionnaire survey,field interviews,data statistics,research in the zhuanghe revenue tax merger under the background of the current situation of human resource configuration and main methods were analyzed,and found that the agency by the history,reality,system,management and culture,the influence of such factors exist in the human resource allocation of human resources total surplus,but local insufficient effective demand,organization setup is not reasonable,people post matching degree needs further improve,limited number of leadership positions and tax staff promotion desire of contradictions,staff can low liquidity,incentive mechanism is not sound and so on.Aiming at the existing problem of Zhuanghe revenue,in this paper,the methods of literature study,case study,from set up human resource management ideas,the implementation of the existing human resources configuration optimization strategy,build human resources allocation model,strengthen human resources business integration training,widen the way of human resource development use,build scientific incentive mechanism,a total of six aspects have pertinence,feasibility suggestions,make its human resource allocation gradually optimized,for the grass-roots tax department under the background of the land tax merger of optimal allocation of human resources work provide certain guidance and reference.
