Research On The Current Situation, Problems And Countermeasures Of The Image Of Urban Management Law Enforcement Departments In Dalia

Since the 18th National Congress of the Communist Party of China(CPC),Dalian Municipal Party Committee and the government have achieved phased success in the reform of the law enforcement system,sorting out and standardizing law enforcement matters,strengthening the source control of administrative penalties and administrative enforcement matters,etc.The work of building a good public organization image of Dalian’s urban management and law enforcement departments has become an important work that needs attention.A good image of public organizations is an important part of building a high-quality comprehensive law enforcement team for urban management,which can provide strong support for effectively stopping and investigating violations of urban management order,and also provide an important starting point for creating a clean,orderly and beautiful urban environment.The image of public organizations of urban management and law enforcement departments is a reflection of the performance and spiritual outlook of urban management departments in the minds of the people,as well as a comprehensive impression of the overall quality,comprehensive ability,governance concept and performance of government departments in public administration.At present,there is still a big gap between the image construction of Dalian urban management and law enforcement departments and the advanced regional departments such as Shanghai.It is expected to improve the image of Dalian’s urban management and law enforcement departments and the credibility of the government,and provide theoretical support for the modernization of Dalian’s urban governance.This paper first combed the research results of relevant literature at home and abroad,and relied on the work platform to read the relevant government documents of Shanghai and Dalian from 2015 to the present,carried out in-depth research on first-hand materials,summarized relevant theories,clarified the research content of this paper,proposed the research framework,and introduced the relevant concept definitions and theoretical basis of this paper.Secondly,this paper conducts a social survey on the image of Dalian urban management and law enforcement departments by issuing questionnaires in each urban area of Dalian through the survey analysis method and selects effective questionnaires for conclusion analysis.The main conclusions of this study include:(1)The image of Dalian urban management and law enforcement departments has problems,such as institutional mechanisms,the quality of law enforcement personnel,administrative resources,and dealing with the contradiction between the external environment and law enforcement.(2)There is a gap between the image building measures of Dalian urban management and law enforcement departments and Shanghai urban management and law enforcement departments,such as the lack of network technology and new media media,the lack of holding and publicity of special activities,the lack of systematic implementation standards and system guarantees,and the lack of departmental image evaluation and scoring mechanism.(3)This paper analyzes and clarifies the image objectives of Dalian urban management and law enforcement departments,and puts forward countermeasures and suggestions to improve the image,such as promoting the optimization of the communication mechanism between government departments,establishing various regular publicity and learning activity mechanisms,strengthening the management system of external visual image,adopting the "co governance" strategy,improving public opinion collection channels,media image promotion methods,etc.(4)The paper looks forward to the future image building direction of Dalian urban management and law enforcement departments,such as the Internet public opinion mining and image exploration under the modernization of urban governance system.
