Study On Public Image Improve Of Lanzhou Urban Management And Law Enforcement Team Based On Public Value Management Theory

Under the background of high-speed urbanization and rapid urban development in China,"urban management" as a comprehensive law enforcement department came into being,and Lanzhou City and other counties and districts also set up urban management and law enforcement teams.Since the establishment of Lanzhou urban management and law enforcement team for 15 years,its role and importance in Lanzhou urban management has become increasingly prominent,but at the same time,many problems are gradually exposed in the process of daily work,such as rough law enforcement,power rent-seeking,unclear law enforcement boundary and so on.These problems lead to public opinion standing on the opposite side of the urban management and law enforcement team.In addition,Lanzhou urban management and law enforcement team in recent years in the process of law enforcement,negative cases continue to lead to the status quo of public image of Lanzhou urban management and law enforcement team is worrying.The problems of urban management and law enforcement team in the pursuit of value and image building are closely related to their poor public image.At the same time,the worrying public image of urban management and law enforcement team also reduces the efficiency of law enforcement,hinders the realization of public value,and even affects the healthy development of the city.This study selects the public image of Lanzhou urban management and law enforcement team as the research object,using questionnaire survey,in-depth interviews and other methods,through the perspective of public value management theory,to explore the path to improve the public image of urban management and law enforcement team.Firstly,it defines the related concepts of urban management and law enforcement team and public image,defines the image of urban management and law enforcement team in theory and the dimensions of good public image,introduces the basic situation of Lanzhou urban management department,and clarifies the current situation of public image of Lanzhou urban management and law enforcement team.Then through the way of questionnaire and in-depth interview to the urban management and law enforcement personnel,urban management service objects and community people,we collect the evaluation of the public image of Lanzhou urban management and law enforcement from various groups.This paper summarizes the evaluation of urban management and law enforcement team from five aspects:professional ethics,knowledge and skills,personality,way of doing,and manners,combs out the problems existing in the public image of Lanzhou urban management and law enforcement team,and deeply analyzes the causes of the problems.Finally,based on mark Moore’s "strategic triangle" analysis framework,from the three dimensions of "value capability support",this paper puts forward the path to improve the public image of Lanzhou urban management and law enforcement team from three aspects of consolidating the value foundation,providing key support and doing a good job in capacity guarantee,hoping to provide effective reference for the improvement of the public image of Lanzhou urban management and law enforcement team.
