With economic development, the level of urbanization in China is increasing. Urban management and law enforcement work have been paid more and more attention by the whole society. As the public sector, the management of law enforcement teams is being paid a lot attention by more and more people. At present, considering the development of the whole society, the demands of the mass and the reform, the urban management and human resource management are all put forward higher and newer requirements. With the deepening of reform and its continuous development, the system inside the urban management team and the level of human resource management are obviously falling behind. Furthermore, the differences in theory and practice are even more urgent.In this paper, I'll take W City urban management team as an example. And I'll optimize urban human resource management from these aspects such as, management,quality management systems, performance appraisal system, incentives, brain circulation patterns, team culture and the current situations. This paper is divided into five parts: The first part is the background and significance of the study. The second part is the theory of literature review.The third part analyzes the W City urban management team management issues in details and explores these issues. The fourth part optimizes and explores each module based on existing problems. Finally, the paper summarizes the researches,conclusions, limitations and prospects for future research.
