Functional Problems And Countermeasures Of County-level Governments In Promoting The Development Of Agricultural Industrialization

General Secretary Xi Jinping once solemnly declared at the National Commendation Meeting on Poverty Eradication that at this stage all of our poor people have been lifted out of poverty,our country has entered a new stage where the goal is to attain rural revitalization.The main battlefield of rural revitalization is in the countryside and the most important thing for the countryside to achieve revitalization is economic development.It is clearly pointed out in the report of the 19 th Party Congress thatindustrial development occupies an important position and is the most fundamental when implementing the rural revitalization strategy.Looking back on the course of poverty eradication,it turns out that industrial development is crucial in the course of poor households getting out of poverty and poor villages taking off their “hats”.It is a solid industry that supports economic development.Therefore,industrial development is the top priority.To make the industry develop longer,the industrialization is the ultimate goal to realise.The government plays a very important role while promoting the development of agricultural industrialization,and the performance of functions has an influence on the process of agricultural industrialization development,so it is necessary to analyse the role of local government during this process.W County is a traditional agricultural county and a county that promotes overall rural revitalization.During the "14th Five-Year Plan" period,the key task is to consolidate the achievements of poverty alleviation and realize the modernization of rural areas through the modernization of agriculture.It is necessary to realize the agricultural industrialization first and then to realize the agricultural modernization.W County mainly develops apple and peach industry as its mainstay and has yielded rich fruit in the pursuit of the apple industry,so its government have set their sights on the mushroom industry that is suitable for local production and has more economic benefits.Using the mushroom industry as the research object,the author focuses on the local government function in W County and the problems in the development of the mushroom industry through visits,investigations and historical data,and gives suggestions,so as to promote a more orderly development of the mushroom industry in W County.As early as 1991,W County began to grow mushrooms.The mushroom industry strongly supported by the local government grew rapidly from 2016 to 2020 and it is also covered in the 14 th Five-Year Plan of W County.During this process,county-level government performs funtions as guiding,coordinating,providing science and technology services as well as financial supports in the development of agricultural industrialization.However,it also reveals that there are some problems such as lack of function,overstepping and misalignment of government functions when developing the mushroom industry at the county level.For instance: weak mushroom planting plan,insufficient science and technology service supply,insufficient support,excessive intervention in the industry,and so on.Helpful suggestions are put forward in response to the problems,that is,the government should strengthen industrial guidance,construct industrial plans,improve public services,increase government investment,consolidate the foundations,and so on.W County,an underdeveloped region,has been intensively implementing rural revitalization strategy after a decisive victory in the battle against poverty.During its development process,problems encountered in the industry may also exist in other similar areas.According to the analysis of the local government’s function in the development of agricultural industry,it can give advice to local governments and promote industry development.Besides,it can stand an example for other similiar regions,thus enrich the theoretical system.
