| In November 2021,General Secretary Xi Jinping solemnly declared at the national Poverty Alleviation Review and Commendation Conference that China has won an overall victory in the battle against poverty and eradicated absolute poverty,whereby,China has entered the "post-poverty alleviation era".However,the resolution of absolute poverty is temporary and fragile.In order to consolidate the achievements of poverty alleviation,prevent the return to poverty and achieve stable and sustainable poverty alleviation,the 14 th Plenary Session of the CPC Central Committee proposed that "a long-term mechanism for solving relative poverty" should be established.The focus of China’s anti-poverty work has shifted from rural areas to an overall development of urban and rural areas.Narrowing the gap between rich and poor,making social development more equitable and governing the relative poverty will become important tasks during the five-year period or even longer of the 14 th Five-Year Plan.Extensive mobilization and organization of the whole society to participate in the practice of poverty alleviation is the successful experience of China’s poverty alleviation cause,in which social organizations play an undeniable role.In March 2022,the Ministry of Civil Affairs and the National Rural Revitalization Bureau jointly issued "Notice on Mobilizzing and Guiding Social Organizations to Participate in Rural Revitalization Work,which clarified that in the next five-year transition period,we should maintain the overall stability of social organizations participation in assistance policies,adhere to and improve the social assistance system and effectively connect the consolidation of poverty alleviation achievements with rural revitalization.It can be seen that social organizations are a very important subject in the construction of social assistance system.It is of great practical significance and theoretical value to study the path of social organizations effective participation in relative poverty assistance in the post-poverty era.Focusing on the above concerns,the thesis is divided into four chapters.The first chapter discusses the guiding ideology and theoretical sources of social organizations’ participation in relative poverty assistance in the post-poverty era based on the definition of relevant concepts and theoretical basis.Focusing on the analysis of the three elements of "Post-poverty alleviation era","Social organization" and "Relative poverty and Relative poverty assistance" which are closely related to the topic,it provides a comprehensive analysis of Marxs anti-poverty theory,the development of the Marxist anti-poverty theory in China and Xi Jinping’s important exposition on poverty governance,laying a theoretical foundation for future research..The second chapter mainly investigates the situation of social organizations participating in poverty relief in China.This part sorts out the development of social organizations in China and the process of their participation in poverty relief,and expounds two main modes of social organizations’ participation in poverty relief:government-purchased services and self-funded projects.On this basis,it further summarizes the three major advantages and effects of social organizations’ participation in poverty relief,such as making up for the shortcomings of the government,providing a large number of poverty alleviation resources,and driving the broad participation of the masses.Chapter three discusses the challenges faced by social organizations participating in relative poverty assistance in the post-poverty era.First,from the background of social transformation in the post-poverty era,the transformation of social assistance is discussed.Secondly,starting from the external environment and internal organizational structure of social organizations,this chapter explores the function of social organizations participating in relative poverty assistance in the post-poverty era.Finally,starting from the relationship between social organizations and other social subjects,this paper explores the collaborative governance of social organizations’ participation in relative poverty assistance.Chapter four discusses the ways to promote social organizations to participate in relative poverty assistance in the post-poverty era which focuses on the following strategies: First,under the guidance of Marxist theory,adhere to the leadership of the Communist Party of China,and guide the direction for social organizations to participate in relative poverty assistance.Second,we need to optimize the external institutional environment and strengthen the organizations own construction to enhance the capacity of social organizations to participate in poverty alleviation.Third,social organizations should be promoted to participate in the collaborative governance of relative poverty assistance from the three aspects: breaking through field limitations,unblocking information channels and integrating assistance resources.In general,this paper focuses on solving the following three key issues: 1)combing marxist anti-poverty theory to provide theoretical guidance for social organizations to participate in relative poverty assistance;2)describing the process of social organizations’ self-construction and participation in poverty relief,summarizing the experience and achievements as well as analyzing the challenges faced by social organizations’ participation in relative poverty relief;3)discussing the path for social organizations to participate in relative poverty assistance in the post-poverty era from the aspects of optimizing the external developmental environment,improving the internal organizational structure and promoting the collaborative governance of multiple social subjects.. |
