The Evolution And Effect Of China’s Export Policy In Software Industry

Following the national "One Belt One Road" initiative,domestic software companies have begun to leverage their technological advantages and gradually move towards the international market.In 2020,the national software and information technology service industry will export 47.87 billion U.S.dollars.The software industry not only has an important position in the economy,but strategically,the software industry is the core of the third industrial revolution and the soul of a new generation of information technology.The software industry is leading group breakthroughs.It is related to the digital transformation of traditional manufacturing,the intelligent development of the industry,and the transformation of corporate government management models and other new models and new formats of world operation.It is a key support for building a technological power.This paper aims to sort out the evolution of China’s software industry’s export policy through the analysis of China’s software industry’s export policy.Through the research on the evolution process of software export policy and the corresponding historical environment,the development of China’s software policy can be roughly divided into three stages:the first stage is roughly before 2000,the initial stage of China’s software industry.Implementation measures;the second stage is from 2000 to 2018.The software industry is developing rapidly in China.The state has increased the encouragement and support for software export from various perspectives such as taxation and financing,and the scale of the software export industry has grown rapidly.Beginning in 2018,with the outbreak of the Sino-US trade war,intellectual property rights have attracted unprecedented attention,and the country has adopted some policies to restrict the export of some software.This paper combines the implementation of the national software export policy with some problems in the actual software industry export experienced by the author,and comprehensively analyzes the evolution of the software export policy from the macro and micro perspectives to China’s export trade,the development of the domestic software industry and the world political and economic situation.Impact.In order to better promote the healthy and stable development of my country’s software export industry,some countermeasures and suggestions are put forward,such as increasing the support to private enterprises,the main force of the software industry,and strengthening the protection of intellectual property rights.
