Research On The Problems And Countermeasures Of Farmers Participating In The Construction Of Livable And Beautiful Countryside

The report of the 20th National Congress of the Communist Party of China proposed to"coordinate the layout of rural infrastructure and public services,and build livable,workable and beautiful villages",and the Central Document No.1 of 2023 made important arrangements on how to build livable,workable and beautiful villages.From the beautiful and livable villages proposed in the past to the livable and beautiful villages now,this consistent place reflects the party’s great importance to rural construction and its profound grasp of the law of rural construction,and points out the way forward for the comprehensive revitalization of rural areas.Farmers are the main body of rural areas,the most active factor in rural productivity and the promoter of rural social progress,and also the participants,supervisors,managers and main beneficiaries of the construction of livable and beautiful villages.Promoting the construction of livable and beautiful villages is an important measure to implement the strategy of rural revitalization,in the process of livable and beautiful rural construction,it is necessary to give full play to the main role of the majority of farmers,stimulate their enthusiasm for participation,in order to inject endogenous impetus into the construction of livable and beautiful villages,it can be seen that the level of participation of farmers directly affects the construction level of livable and beautiful villages.At the beginning of 2023,the National Rural Revitalization Bureau,the Central Organization Department and other departments issued the Guidelines for Farmers’ Participation in Rural Construction(Trial),which provided guidance for farmers to participate in home construction.Therefore,exploring the participation of farmers is of great significance to building livable and beautiful villages.With the vigorous promotion of rural construction,the overall appearance of rural areas in F town in J District has been greatly improved in recent years,but in the process of livable and beautiful rural construction,farmers,as the main body and beneficiary objects of rural construction,do not fully participate in the construction of livable and beautiful villages.Therefore,on the basis of extensively collecting and reviewing the research results of farmers’ participation in rural construction at home and abroad,this paper uses participatory governance theory,Marx and Engels’ thought on human subjectivity,and socialist consultative democracy theory,through questionnaire surveys and interviews,to learn in V detail the situation of livable and beautiful rural construction in F town in J area,summarize the current situation and existing problems of farmers’ participation in livable and beautiful rural construction,and analyze the attribution of insufficient farmers’ participation,and then put forward countermeasures to guide farmers’ participation.This thesis consists of six parts.The first chapter is the introductory part.This chapter focuses on the background,significance,research status at home and abroad,and briefly explains the research methods,ideas,and possible innovations in the article.The second chapter defines the concepts of livable and beautiful rural construction and peasant participation,and expounds the theory of participatory governance,Marx and Engels’ thought on human subjectivity,and the application of socialist deliberative democracy theory in this research.The third part investigates the participation of farmers in town F in the construction of livable and beautiful villages,and analyzes the results of farmers’ participation and the problems existing in the process of participation.The fourth part analyzes the reasons for the insufficient participation of farmers in the livable town of F and the construction of rural areas in the United States according to the results of the survey and research.Farmers’ participation in rural construction is constrained by many factors,such as inadequate publicity and mobilization by grassroots governments,lack of public responsibility for farmers,imperfect participation environment,and insufficient participation guarantees.Part V makes recommendations on problems and causes.It includes stimulating farmers’ willingness to participate through grassroots government publicity,cultivating farmers’ ability to participate,optimizing the participation institutional environment,and strengthening participation guarantees through multiple channels to truly improve the effectiveness of farmers’ participation in rural revitalization.The sixth part is the Summary and Outlook.
