A Study On The Challenges And Response Strategies Of Community-based Home Care Services For The Elderly In Hangzhou Under The Capability Approach Threshold

Under the background of aging,according to national statistics,my country is gradually moving towards "deep aging",showing the characteristics of large scale,deep degree and fast speed of population aging.The traditional family pension model has been challenged,and the home care model has become the mainstream,gradually forming a "9073" or "9064" pension pattern,which means that more than 90%of the elderly will live at home.For this reason,since 2000,a large number of domestic scholars have invested in research on the construction of the system of community home-based care services,which has been widely practiced throughout the country,and has gradually formed a set of core elements including service models,service content,service demand,and service supply.Community home care service system.In practice,it is worth studying whether community-based home care can meet the growing diversified needs of the elderly and whether it can effectively improve the living standards and quality of the elderly.In order to deeply study the real problems of community home care services,it is necessary to focus on the level of welfare that individuals can enjoy from the standpoint of the "quality of life" of the elderly,rather than looking at the current community only from the total utility of the "utilitarian"theory The overall development of home care services,and then be able to pay attention to individual heterogeneity(such as age,gender,health status,marital status,education level,occupational differences,etc.),social factors(policy adaptability),environmental factors(urban-rural differences)and so on,and these are exactly the problems we need to pay attention to and solve.Based on Sen’s feasibility method,this research studies the dilemma and coping strategies of home-based elderly care services in Hangzhou.Guided by the framework of the Capability Approach,it focuses on the functional activities and capabilities of older adults.In terms of functional activities,pay attention to the multi-dimensional needs of the elderly,and use life care,medical care,cultural entertainment,and spiritual comfort as elements of functional activity vector construction.Based on the evaluation of these elements,measure the intensity of the needs of the elderly and the quality of the actual service provided.The essence of elderly care is the need to live a high-quality old age life,and the improvement of the quality of life of the elderly is based on the perspective of feasibility,aiming at reducing the differences caused by conversion factors and improving individual feasibility.Based on the feasibility method,this study constructs the "community home care analysis framework".Under the guidance of the framework,the survey questionnaire is designed,covering 13 communities and towns in Hangzhou.The survey data are analyzed by descriptive statistics and ordered multiple Logistic regression analysis methods.Based on the analysis,combined with the results of the survey and interviews,it is known that the current issue of community-based elderly care in Hangzhou is insufficient publicity of information about the elderly,imbalance between supply and demand of some services,lack of professionalism of service personnel,and differences between urban and rural areas.In response to these problems,this study gives countermeasures and suggestions from the aspects of strengthening information publicity,improving the supply of service resources,enhancing the professional level of service personnel,and narrowing the differences between urban and rural areas,in order to bring certain benefits to the establishment and improvement of the community home care service model.Reference.
