The legislation on civil servant ethics is a necessary measure to improve China’s legal system and promote comprehensive rule of law.The professional ethics of civil servants are more authoritative,responsible,and socially influential than the personal ethics of ordinary citizens.The construction of administrative ethics for civil servants affects the establishment of a service-oriented,rule of law,and responsible government in China.This article objectively studies and evaluates the construction of ethical legalization in the United States.Design and arrange the research framework and logical thinking according to the timeline of the release of US ethical regulations.On the basis of defining basic concepts,the article provides a summary analysis of the motives,development process,and basic values of administrative legislation in the United States.The article selects four laws,namely the Pendleton Act,the Government Ethics Act,the Ethics Reform Act,and the Code of Conduct for Employees in the Executive Department,to conduct in-depth exploration and comprehensive evaluation of their main content,supporting institutions,and ethical legislative characteristics.Based on the actual situation in China,it summarizes the inspiration of the United States’ administrative ethics legal system for the legalization of administrative ethics in China.
