| The Shanghai Cooperation Organization(SCO)is currently the largest regional multilateral mechanism in the world.However,most of the member states are developing countries with relatively limited economic development levels.Their existing infrastructure is unable to meet the enormous demand gap,so they urgently require financial support from the international community for infrastructure construction.The Asian Infrastructure Investment Bank(AIIB)aims to provide preferential loans,interest-free loans,and grants for infrastructure construction to developing countries,which can fill the infrastructure financing gap of SCO member states.This dissertation focuses on research within the assistance framework of the AIIB for the six SCO member states other than China and Russia.The aim is to explore the characteristics and patterns of AIIB’s assistance to SCO member states.Through extensive literature review,quantitative research,and case analysis,this study draws the following conclusions:The assistance provided by AIIB to SCO member countries is mainly in the form of "loans+special funds".The GDP level of member countries affects the scale of their aid,and the areas of assistance mainly include COVID-19 relief,connectivity and low-carbon transportation,energy security and transformation,water resource management,as well as urban construction and governance.Moreover,the majority of aid projects are jointly financed with other development banks such as the Asian Development Bank(ADB)and the World Bank,highlighting the value and possibility of multilateral cooperation.The dissertation believes that the AIIB can provide experience for other aid projects in emphasizing key priorities,standardizing aid procedures,and strengthening multilateral cooperation.However,there is room for improvement in aid resource allocation,attention to green development,and communication with local agencies.In the future,the AIIB can increase its assistance to SCO member countries in digital infrastructure,promote education infrastructure financing,and focus on promoting regional integration among SCO countries. |
