Research On Problems And Countermeasures Of Intelligent Police Construction In J City

In today’s era,with the rapid development of the Internet,big data is changing social life in an irreversible way,and new changes have taken place in social management and people’s way of life.In 2018,the Ministry of Public Security set up the National Leading Group for Public Security Big Data Work to vigorously implement the public security big Data strategy.At the same time,with the concept of "smart Earth" put forward,many countries have carried out the construction of "smart city" in succession.Under this background,Chinese public security organs,as an important functional department to maintain social security and provide public services,have correspondingly introduced the concept of "smart policing" and launched a series of explorations.Based on big data technology,the transformation of public security work mode,organizational structure optimization and police process transformation have become an inevitable trend in the construction of intelligent policing of public security organs.Taking the construction of intelligent policing of public security organs in J City as the research object,this paper makes an in-depth study of the construction of intelligent policing of public security organs in J City by referring to a large amount of data,combining with the theory of government process reengineering,seamless government theory and social and technological system theory,and using research methods such as semi-structured interview,case analysis,questionnaire survey and comparative analysis.First,the paper summarizes the development process and construction status of smart policing in J City,and lists the achievements of smart policing construction in J City under the background of big data.On this basis,the author visited the public security police,analyzed the existing problems in the smart policing in J City from the perspectives of insufficient data governance,difficult to break through information barriers,unscientific platform construction and relative shortage of professionals,explored the causes of the problems,and summarized the problems from the aspects of management factors,political factors,concept factors and security factors.Then,the author combined the advanced experience in the construction of intelligent policing in Hangzhou,Zhejiang Province and Qingdao,Shandong Province,compared and analyzed the actual situation of J City,and summed up some experiences and inspirations conducive to the construction of intelligent policing by public security organs in J City,from focusing on overall planning and coordination,strengthening top-level design,focusing on system construction,realizing efficient application,strengthening integration and sharing,and achieving "full use" of data.Countermeasures and suggestions for promoting the construction of smart policing in J City under the background of big data are put forward from the aspects of focusing on operation and maintenance guarantee,ensuring safety and "easy to use",focusing on talent construction and expanding professional team.Due to the differences in the development degree and concept of the public security work in each province and city,they also have their own emphasis in the construction process of intelligent police.However,generally speaking,the construction of intelligent policing in our country is at the initial stage,there are few relevant literatures and empirical cases,and even fewer discussions about intelligent policing from the perspective of public management.From this perspective,this paper systematically studies how the public security organs carry out the construction of smart policing under the background of big data through the exploration and practice of smart policing construction in J City,and also provides a useful reference for the practice of smart policing in other cities in China.
