| The report of the 20 th National Congress of the Communist Party of China pointed out that we should comprehensively promote rural revitalization,adhere to the priority of agricultural and rural development,consolidate and expand the achievements of poverty alleviation,accelerate the construction of a powerful agricultural country,and promote the revitalization of rural industries,talents,culture,ecology and organizations.Talent revitalization is an important part of rural revitalization.Promoting rural revitalization in an all-round way requires the support and participation of a large number of high-level talents,especially modern agricultural talents.At present,the world’s human resources,capital,information and other elements are flowing faster,the dependence of countries’ exchange activities is becoming closer and closer,and the importance of talent introduction is becoming increasingly apparent.Due to factors such as industrial development and performance appraisal,talent introduction has gradually become the focus of the county government.Based on the talent policy,different types of modern agricultural talents are introduced through measures such as rural revitalization partners,talent green cards,talent apartments,etc.This is required by the superior government and also the need for the development of modern agriculture.However,for a long time,due to the disadvantages of education,medical treatment and location,the county-level government in China has some problems such as low overall quality and insufficient types of modern agricultural talents,which leads to a large gap between modern agricultural talents and the actual needs of industrial development.Therefore,it is of great academic and practical significance to study the introduction of modern agricultural talents.In order to promote rural revitalization with higher quality,J County has introduced a series of policies and measures to attract more modern agricultural talents to take root and develop in the countryside,and has gathered a number of modern agricultural talents to come to J County for entrepreneurship and development.Although some achievements have been made,Shouguang and other traditional agricultural areas have a relatively large gap.The paper takes J County as an example to study the introduction of modern agricultural talents in the county level.Combined with empirical investigations and interviews,the paper first analyzes the new requirements put forward by rural revitalization on the modern agricultural talents of J County.On this basis,this paper outlines the basic situation and main measures of the introduction of modern agricultural talents in J County,and preliminarily summarizes the main problems existing in the process.Based on human resource management theory and service-oriented government theory,this paper systematically summarizes the reasons for the existence of these problems,including the introduction of the concept of collaborative services among member units of management agencies has not been formed,the talent development planning system based on the realistic development demand-oriented is still not established,the conflict of departmental interests causes inefficiency in the management of full-time workforce,and the human resource incentive mechanism is not well established.Finally,this paper proposes countermeasures such as constructing a modern agricultural talent introduction management model with clear authority and responsibility,establishing a development planning system that meets the needs,improving the management service level of the dedicated workforce for the introduction of talents,and perfecting the guarantee and incentive policy for the introduction of modern agricultural talents,in order to better provide ideas for county-level governments to realize talent revitalization through modern agricultural talents and then promote industrial revitalization.Further,it will provide a model of operation that can be learned from and promoted to further enhance the talent attraction ability of county-level governments and optimize the talent environment. |
