Under the background of rural revitalization,more and more tasks are undertaken at the grassroots level and more and more onerous governance tasks.However,township streets with relatively insufficient governance resources still show strong policy implementation and mobilization power,which is closely related to the relatively perfect administrative Settings in some areas of our country.District,also called "management district",is a level of informal organization set up between town street and administrative village in order to maintain rural social stability and complete governance task in part of our country.The establishment of management area is the embodiment of the diversity of the practices of grassroots governance in our country.The study of management area can enrich our understanding of the practices of grassroots governance.It can also see through the structure,logic and predicament of Chinese grassroots governance from this perspective,which provides reference for the optimization of the system of grassroots governance and the improvement of the capacity of grassroots governance.There are many characteristics in the operation of administrative districts,and its effective operation comes from the double-layer mobilization mechanism of"township(street)-administrative district,administrative district-village".District administration is not only the mobilization object of "township(street)--district administration",but also the mobilization subject of "district administration--village".Therefore,this paper takes the double-layer mobilization mechanism of district administration as the research object,and takes S Street of Jinan City as an example to study.On the basis of fully learning from the existing research,the author mainly adopts the participative observation method and the interview method,and forms the opinions of this paper through the analysis and summary of the answers of the interviewees and in-depth observation.This paper focuses on using the mobilization theory to systematically analyze the two-layer mobilization mechanism of S street district governance.In the mobilization mechanism of"street-district administration",S street realizes the internal mobilization of district cadres through the administrative mobilization methods such as meeting mobilization,incentive mobilization and pressure mobilization.In the mobilization mechanism of the"district-village" level,the district realizes the mobilization of village cadres and villagers through administrative mobilization such as incentive mobilization,pressure mobilization and social mobilization such as emotional mobilization and publicity mobilization,so as to mobilize the rural society and promote the completion of governance tasks and the implementation of superior policies.Through the analysis of the two-tier mobilization mechanism for the governance of S street district,it is found that the two-tier mobilization mechanism has four problems,namely,rent-seeking space formed in the mobilization process,the mobilization capacity of the district to be improved,the application of the administrative mobilization mode is arbitrary,and the mobilization mechanism squeezes the demands of the masses.The causes are analyzed in detail,and the path selection for optimizing the two-tier mobilization mechanism of the district is proposed.It includes strengthening the supervision of the mobilization process,improving the mobilization ability of the district,clarifying the rights and responsibilities of the mobilization object,and improving the response mechanism to the masses’ demands.The aim is to improve the governance of the district by optimizing the two-tier mobilization mechanism,and provide reference for the optimization of the grass-roots governance system and the improvement of the grass-roots governance ability.
