Resource Coupling Between Mobilized Governance And Grassroots Mobilization In Environment

With the development of social economy,the public demand for resources shows the characteristics of large quantity,high quality and diversification,under the background of relative scarcity of resource and environmental capacity to upper limit,the survival environment gets worse.Limited government energy and complicated public affairs making a tension between government and society,the growing in society complain and dissatisfaction turning into environmental protests,pose a great threat to governance ability.To calm the social inimical emotion and prevent the situation further,the governance use furious movement to cope the protests.In the process of dynamic governance,top-down government resource investment flows into society and down-top social resource flows into governance achieve docking.First,we use citespace to recall the mobilized governance and environmental protests,discovering the essence of environmental protests is the down-top resource flowing in grassroots mobilization;and the governance use movement to deploy the resource top-down;owing to resource coupling in the two paths the governance realize the high efficiency in governing.Furthermore,with the help of resources for media,based on the 380 literature about mobilized governance and grassroots mobilization in CSSCI for sample,using free node coding function of QSR Nvivo11 analysis the data,explore the logic and discipline between environmental governance and protests.We discover,top-down government resource investment flowing into society and down-top social resource flowing into governance both follow the behavior logic including initiator's purpose and receiver's motive.Meanwhile,resources can't do without a series of docking mechanism,such as cultural resources permeate mechanism,human resources mutual help mechanism,power resources support mechanism and the inside and outside supervisory mechanism.
