| In the report of the 20th National Congress,General Secretary Xi Jinping clearly proposed to "insist on respecting labor,knowledge,talent and creativity,and implement a more active,open and effective talent policy." The People’s Republic of China national economic and social development of the fourteenth five-year plan and the outline of the 2035 vision,"to strengthen innovative,application-oriented,skilled personnel training,the implementation of knowledge updating project,skills upgrading action,and grow a high level of engineers and the skilled personnel team." Skilled talents are an important part of China’s talent team,and with the development of industrial upgrading and modern service industry,the shortage of skilled talents will be increasingly expanded.Skilled talents have become the most important strategic resources in the process of economic development,and Heilongjiang Province is currently in a critical period of economic transformation,so we should rely on skilled talents to promote the economic and social development of Heilongjiang.In order to better implement the skilled talent policy and get more skilled talents to take root and develop in Heilongjiang,it is imperative to optimize the policy for skilled talents in Heilongjiang Province.This paper defines the concepts of talent,skilled talent,talent policy,and skilled talent policy,and takes human capital theory,talent aggregation effect,policy implementation theory,and two-factor theory as the theoretical basis for the study.Through the combing of skill-based talent policies in Heilongjiang Province,it is found that there are problems such as the lack of detailed criteria of skill-based talent introduction policy,the lack of attractiveness of skill-based talent incentive policy,the poor implementation effect of skillbased talent training policy,and the lack of significant effect of skill-based talent service policy in Heilongjiang Province,and the systematic analysis of their causes is made.By drawing on the advanced experiences of Singapore,Baden-Württemberg(Germany),Busan(Korea),Queensland(Australia)and Guangdong Province,Jiangsu Province,Henan Province and Fujian Province(China),the suggestions for optimizing the policy for skilled talents in Heilongjiang Province are to refine the introduction criteria of the policy for introducing skilled talents,improve the incentive level of the policy for motivating skilled talents,optimize the implementation process of the policy for cultivating skilled talents and improve the policy system for serving skilled talents. |
