| Rural revitalization is a major national development strategy during the 14th Five-Year Plan period.With the continuous and rapid socio-economic development in China,the gap between urban and rural areas has gradually widened,and the rural revitalization strategy is urgently needed to be implemented in order to narrow the urban-rural development gap.in early 2023,the Central Committee of the Communist Party of China(CPC)and the State Council publicly released the "Opinions on the Key Work of Comprehensively Promoting Rural Revitalization in 2023".This is the first important document on rural development released after the victory of the 20th National Congress of the Party,highlighting the high concern of the Party Central Committee with Comrade Xi Jinping as the core for agriculture,rural areas and farmers’ issues,and sending a clear signal to strengthen agricultural development.In the process of rural revitalization,talents play a key role.Talent development is the core link of rural revitalization strategy and plays a pivotal role in rural revitalization.Experts at home and abroad generally believe that the constraints of talent development must be broken through to realize rural revitalization.China has been exploring in the construction of rural talent team and has accumulated certain experience,but at the same time,some problems have been found.Therefore,it is of great significance to study how to solve the problems encountered in the implementation of China’s rural talent development strategy in order to promote the comprehensive revitalization of the countryside.This paper analyzes the current situation of implementing the policy of rural talent revitalization in Heilongjiang Province against the background of rural revitalization,based on public policy value theory and public choice theory,and using Smith’s policy implementation process model.It is found that the main problems in the implementation of rural talent revitalization policy in Heilongjiang Province are the lack of systematization in the formulation of rural talent revitalization policy,the low efficiency of the implementation agency of rural talent revitalization policy,the low precision of policy implementation,the slow implementation process,the low participation of the target groups of rural talent revitalization policy and the lack of stability in the policy environment of rural talent revitalization.The main reasons are the lack of targeted research in policy formulation,the lack of capacity of policy implementation personnel,the lack of incentive policies for talents,and the lack of environmental guarantee for policy implementation.By drawing on the experience of rural talent revitalization policies in Sichuan Province,Hubei Province and Guangdong Province,and combining the current situation of rural talent revitalization policy implementation in Heilongjiang Province,it is suggested to improve the content of rural talent revitalization policies,improve the efficiency of policy implementation agencies,innovate working methods to strengthen the participation of talents,and optimize the social environment of rural talent revitalization policies to promote rural talent revitalization in Heilongjiang Province. |
