Research On The Construction Of Smart Community Promoted By Harbin Municipal Government

As a sub-unit of smart city construction,smart community is the "last kilometer" of urban fine service.In May 2022,the Opinions on Further Promoting the Construction of Smart Communities were jointly issued by nine ministries and commissions,including the Ministry of Civil Affairs and the Ministry of Housing and Construction,specifying the overall layout,key tasks and specific safeguard measures for the construction of smart communities.The report of the 20th National Congress of the Communist Party of China points out that the construction of smart communities and grid is an important part of strengthening the construction of grassroots political power.Through the construction of smart communities and grid,we can innovate the way of social governance,deepen the self-governance of grassroots people,and mobilize the people to build a social governance pattern of joint construction,joint governance and shared benefits.Harbin Municipal government has made great efforts to develop smart communities and promote the realization of major opportunities of joint construction,joint governance and shared benefits.At present,the construction of Harbin digital government has taken shape and the framework system of "One Network Access Office" has been basically completed.However,compared with other regions,there are still some gaps in the construction of smart city and smart community in Harbin in terms of the balance and integration of regional development.Therefore,the study of issues related to the construction of smart communities in Harbin can promote the implementation of the smart city strategy,improve the quality of life and living standards of citizens,and promote the construction of smart communities.Based on the above background,from the perspective of smart community construction,this paper takes Harbin smart community as the research object,and according to relevant theories such as service-oriented government theory,new public management theory,new public service theory and network governance theory,and applies literature research,investigation and comparative analysis methods to deeply and specifically study the current situation of the construction of grassroots smart community in Harbin.After analysis,it is found that there are still many problems in the construction process,such as the lack of overall scientific construction concept,the lack of integration mechanism of each participant,the lack of high-quality personnel to participate in the construction,and the lack of publicity of smart community construction.The reasons can be summarized as the imperfect top-level design of the government,the combination of government neglect and social resources,the lack of innovation of the government in the construction of smart community talent team,and the imperfect evaluation system of government smart services.By referring to the construction experience of Germany,Japan,Korea,Singapore and Shanghai,Hangzhou,Shijiazhuang and Beihai,the paper sums up several inspirations,such as focusing on top-level design and standards,innovative and diversified construction mechanism,great promotion and pilot construction,and attaching importance to talent training.On this basis,countermeasures and suggestions on the construction of smart community in Harbin are put forward,including establishing advanced and perfect construction concepts,guiding smart community co-governance and co-construction with intensive resources,innovating smart community talent team construction,and improving smart service evaluation system,so as to provide references for the construction of smart community in Harbin and promote the modernization of the city’s grass-roots governance system and governance capacity.
