Research On Evaluation Of The Construction Level Of Smart City Of Harbin

After the concept of smart city was put forward,it quickly became a powerful strategic measure for national and urban development.As a brand-new urban construction model,smart cities provide new ideas for solving the problems of lack of urban resources,population expansion,and failure of social governance.It has already been regarded as integrating urban resources,promoting economic and social development and transformation,and promoting industrial structure transformation.The inevitable choice to enhance people’s livelihood and welfare.The construction of smart cities in my country started relatively late,and the first batch of pilot projects for smart city construction was announced in 2013.After years of development,so far,there have been more than 700 pilot projects for smart city construction in my country.However,from the perspective of smart city construction projects,construction depth and construction content,my country’s smart city construction is still in its infancy.Only the level of smart city construction in cities such as Beijing,Shanghai,Hangzhou,and Shenzhen can be compared with foreign developed smart cities.The vast majority of cities still do not understand the nature of smart city construction,leading to a lag in the construction of smart cities,prominent duplication of construction,and a serious waste of manpower and material resources.In addition,the domestic evaluation of smart city construction is also relatively lagging.For city managers,only by doing a good job in smart city evaluation can effective smart city construction be carried out in a targeted manner.Therefore,in the context of the current smart city construction,this article takes the evaluation of Harbin’s smart city construction level as the research object,constructs an evaluation index system,analyzes and evaluates each index,and finds out the problems and causes,which are important for the construction of Harbin’s smart city.effect.This article is divided into five parts.First,starting from the background of smart city construction,it points out the research purpose and significance of this article,analyzes the literature on the evaluation of smart city construction at home and abroad,and analyzes the connotation of smart city construction and the evaluation of the level of smart city construction.The connotation and process have been fully understood;secondly,the current situation of the evaluation of the level of smart city construction in Harbin is analyzed.Based on the meaning of smart city construction and the related theories of smart city construction,the model,main body and function of smart city construction in Harbin are explained.And fully analyze the content included in the evaluation of Harbin’s smart city construction level,namely,smart economy,smart technology,smart life,and smart environment.Thirdly,the construction of Harbin’s smart city construction level evaluation index system is based on the domestic Foreign literature,expert opinions,as well as the content and goals of smart city construction,build the smart city evaluation index system of this article,including 4 first-level indicators,12 second-level indicators,and 32 third-level indicators;Empirical calculation and evaluation of the level of smart city construction in Harbin;finally,this article proposes countermeasures to improve the level of smart city construction in Harbin from the perspectives of top-level design,scientific research,industrial development,ecological environment and talents.
