| Technology empowerment is an important way to realize the modernization of government emergency management capabilities.Under the background of digital era,a new generation of information technology has developed rapidly and has gradually become an important supporting force for the modernization of national governance.In the practice of epidemic prevention and control in China,emerging technologies have played a significant role in empowerment,and demonstrated the great value of technology in the field of emergency management.In order to cope with the increasingly severe challenges posed by the risk society to China’s emergency management system and capabilities,governments at all levels have introduced technology into emergency management practices.In current practice,technology is mostly used as a governance tool while ignoring its role in governance change.That makes the research on how technology empowered emergency management show more focus on the instrumental rationality of technology,while ignoring the research on the internal mechanism of technology-empowered government emergency management.In fact,when information technology is embedded in the government’s emergency management,it has a long-term interaction and adjustment with organization and system,and constantly promotes the occurrence of governance changes.Therefore,the core issue of this research is the realization mechanism and internal logic of technology-empowered government emergency management.Through the study of these issues,it is helpful to further enrich the theoretical framework of technology empowered emergency management.This study also has important theoretical and practical significance for realizing the modernization of emergency management and boosting the construction of safe China.Based on the theory of technology embeddedness theory,this research builds a theoretical analysis framework of "technology-organization-system",and takes the practice of technology-empowered emergency management in Shanghai W District Government as a typical case to study.Through the comprehensive use of case study method and in-depth interview method,this paper conducts an in-depth analysis of the realization mechanism and internal logic of technology empowerment in government emergency management.The study found that in the process of technologyempowered emergency management,the following realization mechanisms are presented:(1)Technology-empowered government emergency management is realized in the interaction process of "technology","organization" and "system".Technology-empowered emergency management has gone through three phases of"technology driven phase","organizational adjustment phase" and "governance reconstruction phase",and presents staged interactive features.(2)Technology plays multiple roles,including the instrumental role,the supporting force of organizational adjustment,and the traction force of governance restructuring,and constantly changes in the process of empowerment.(3)The realization mechanism of technological empowerment is driven by a single factor of "technology",driven by two factors of"technology" and "organization",and finally driven by multiple factors of"technology","organization" and "system",showing a progressive development process.Behind the realization mechanism of technology empowerment,there is the internal logic of technology empowerment:(1)Organizational logic determines the continuous application of technological empowerment.Organizational legitimacy,which is a prerequisite for technological empowerment,comes from the strong incentives that leaders attach to and the recognition of participants.(2)Institutional logic sets the development direction of technological empowerment.Technological empowerment needs to realize the adaptation of technology and system.At the same time,the system is constantly regulating the development direction of technological empowerment emergency management.(3)Technological logic is the key force to promote in-depth empowerment.Continuously promote the in-depth development of technology empowerment through the organic combination of technical elements,organizational elements,and institutional elements. |
