Research On Distributed Technology Embedding Emergency Collaborative Governance:Logic,Scenarios And Paths

At present,the information technology represented by the Internet,big data and artificial intelligence has gradually begun to be applied in social governance,emergency governance and other governance fields,becoming an important way to improve the governance capacity and efficiency of the government and promote the optimization and development of organizational reform.A special rainstorm "lifesaving document" in the "7.20" rainstorm event in Zhengzhou,Henan Province in 2021 has become a perfect carrier of huge distributed information sharing and mobilization and collaborative emergency response.It is also how to realize collaborative emergency response through technology embedding and distributed technology as the starting point in the process of China’s emergency response.It provides a kind of picture and blueprint for realizing the modernization of emergency governance ability and governance.The report of the 20 th National Congress of the Communist Party of China proposed to "promote the modernization of national security system and capacity,resolutely safeguard national security and social stability",strengthen the research of distributed technology embedded in emergency collaborative governance,and strengthen emergency collaborative governance through technology enabling,which is an important way to maintain national security and social stability.This paper sort out domestic and foreign literature and data analysis on collaborative governance with technology embedding and distributed data application,and summarizes the relevant contents,methods,levels and levels to explain the concepts and theoretical analysis of emergency collaborative governance with distributed technology embedding.Taking the "life-saving document" in the "7.20" rainstorm event in Zhengzhou as a case,this paper uses case analysis method to analyze the essence of Henan "life-saving document" and the key factors to realize the operation of the document,constructs the theoretical implementation framework of the technology embedding emergency collaborative governance,and explores the mechanism logic of the current distributed technology embedding emergency governance.This paper summarizes and analyzes typical technologies and specific distributed technology enabling emergency scenarios under various distributed technology forms,finds out the possible technical characteristics of current emergency governance and the adaptability of application scenarios.Finally,from the three aspects of technology path,system path and management path,it explores the realization path of technology embedding in emergency collaborative governance to achieve the dual optimization of governance mode and governance concept structure.Through the study of each path and their interaction,it analyzes the technical mechanism,concept system improvement and management means guarantee of technology embedding in collaborative governance.Finally,the basic logic of distributed technology embedding emergency collaborative governance technology enablement is formed.
