| The practical project management is a systematic innovation made by local governments in China.Under the leadership of the government,different departments work together to provides public services to people through the projects,aiming to solve problems in people’s daily lives.Despite of achievements made in the last 40 years’development,the working system has also encountered many problems.The root lies in whether the project is needed by the majority of people and whether the projects can solve the difficulties of people.This paper tries to monitor and analyze the current practice of project initiation management in Suzhou,by means of interview research,empirical research and other methods,using the theories of project management and public decision-making,and aims to find out the current problems and then make some advice to optimize the working system.First of all,the paper sorts out research on the mechanism of project management,and project management,public decision-making theory and other relevant research and theories of practical projects.It also introduces the characteristics and overview of practical projects,and defines the concept of project initiation,then sorts out the operation of practical projects in Suzhou through literature research and interviews.Finally,the paper points out that there are six types of problems in the establishment of practical projects in Suzhou,including "poor operation in the overall promotion","incomplete and not thorough in the demand collection","low enthusiasm in the department application","lax review and demonstration","lack of public voice in the decision-making process",and "lack of public supervision in the whole process",It can be summarized into six categories of reasons,including "weak work leadership","lack of joint forces among various subjects","lack of mechanism for ensuring the participation of the masses","insufficient project supply capacity","weak awareness of project approval process standards",and "incomplete assessment and incentive mechanism".At the end of the paper,it also combs and analyzes the advanced experience of practical projects at home and abroad,as well as the reference significance for practical projects in Suzhou.Then it discusses the optimization of practical projects in Suzhou.Based on the problems obtained from the above analysis and combined with the experience of advanced regions,measures are proposed to strengthen the top-level design of the working mechanism,strengthen the multi-agent coordination mechanism,highlight the core position of mass participation,introduce more intellectual resources to support,optimize the process and clarify the working standards,and establish a scientific assessment incentive system. |
