The Research Of Problems And Responsive Policy Of National Defense Scientific And Technological Achievements Civil Transformation

National defense scientific and technological achievements reflect a country’s national defense technology level and represent a country’s core and cutting-edge strategic strength.It is of great significance to enhance the country’s comprehensive strength.In order to carry out and implement the national innovation driven development strategy,promote the transformation of national defense scientific and technological achievements into the civilian field,and serve the economic and social development with better performance,the State Administration of Science,Technology and Industry for National Defence,PRC issued and vigorously promoted the implementation of the "Implementation Opinions on Promoting the Civil Transformation of Scientific and Technological Achievements in the Defense Industry"in 2021.However,the national defense scientific and technological achievements have certain particularity.Due to the imperfect system and mechanism,insufficient policy implementation and other reasons,the low civil transformation rate of a large number of national defense scientific and technological achievements of military industry units has caused a great waste of resources.Therefore,it is of great significance to study the civil transformation of national defense scientific and technological achievements and the corresponding policies to stimulate the enthusiasm of relevant units and researchers in national defense science and technology industry,promote scientific and technological progress and serve social development.In this study,H military industry group was taken as the research object.First of all,questionnaire survey and interview methods were adopted to fully investigate the civil transformation of national defense scientific and technological achievements of H military industry group;Secondly,according to the results of questionnaires and interviews,the reality and problems of national defense scientific and technological achievements civil transformation of H military industry group were analyzed in depth;Finally,from the enthusiasm of military industry units to participate in the national defense scientific and technological achievements civil transformation,talent team construction,profit distribution and other aspects,the corresponding targeted response policy was put forward.This research is conducive to enriching the existing civil transformation theory of national defense scientific and technological achievements and promoting academic exchanges,which will provide a new theoretical basis for policy formulation of relevant departments.At the same time,it will also have a certain guiding significance for realizing the large-scale application of national defense scientific and technological achievements in the civilian field,promoting the transformation and upgrading of military industry units,and achieving production increase and efficiency.
