Research On The Construction Of Village Cadres Under The Background Of Rural Revitalization

China is a large agricultural country.Agricultural and rural development bears on people’s well-being and social stability and directly affects the future and destiny of the country.China is currently implementing the rural revitalization strategy in an all-round way.Village cadres working and living in rural areas are the core of the Party’s rural work.The construction of village cadres is directly related to the implementation of various national policies and guidelines,affecting the pace of rural revitalization.Taixing,as one of the three pilot counties under the direct management of Jiangsu Province,is making every effort to build a benchmark city for the integration of industry and city and the coordinated improvement of functions of ecology,production and living.As the key force of grassroots work,village cadres shoulder the important task of developing industries,serving the masses and managing villages.Only by strengthening the construction of village cadres and building a working team familiar with agriculture,rooted in rural areas and caring for farmers,can we successfully achieve the goals of rural revitalization and realize prosperous rich beautiful and civilized Taixing.This paper takes Taixing village cadres as the research object.On the basis of the definition of rural revitalization strategy,village cadres,village cadre team construction and other related concepts,under the guidance of two-factor theory and human capital theory,using literature research,questionnaire survey,field interviews and other methods,this paper studies the current situation of village cadre team construction in Taixing city under the background of rural revitalization.It is found that there are some problems in the cadre structure,overall quality,stability and style of cadres in Taixing city.The main reasons are lack of standardized selection and appointment,unproductive education and training,insufficient incentives and supervision.And on this basis,combining with two-factor theory and human capital theory,this paper puts forward some measures,such as strengthening the selection and appointment of village cadres,strengthening the education and training,improving the reward and incentive mechanism,optimizing the supervision and examination mechanism,etc.It provides practical suggestions for Taixing city to strengthen the construction of village cadres under the background of rural revitalization,and also provides reference experience for other regions to strengthen the construction of village cadres and promote rural revitalization with high quality.
