Research On Implementation Effect Of Governance Policy Of Off-Campus Training In City B

With the rapid development of the economy and society,people’s demand for high-quality educational resources is also increasing.The imbalance between the supply and demand of high-quality educational resources has led to the rapid development of off campus training.However,in recent years,a large number of problems have emerged in the development process of off campus training,such as teaching beyond the syllabus,exam oriented,and illegal fees.In addition,capital has flowed excessively into the education and training industry,and off campus training institutions have excessively pursued interests and deviated from the essence of education.This not only increases the pressure on children’s off campus training,increases the economic burden on families,but also seriously interferes with the normal order of education and teaching,and impacts the formal education system.In order to reduce the burden of off campus training for students and standardize the development of off campus training institutions,relevant national departments have successively introduced various policies to govern off campus training institutions.In July 2021,the introduction of the "double reduction" policy marked a new stage in the governance of off campus training.This article takes the governance of off campus training in B city as the research object.Through sorting and analyzing relevant policy documents of the country and B city,combined with survey questionnaire data of off campus training institution personnel,administrative institution personnel,and student parents,and using the Smith policy execution process model as the analytical framework,it analyzes the current situation and existing problems of off campus training governance in B city,mainly including incomplete policy system construction The execution capacity of the executing agencies is still insufficient,the participation of off campus training institutions is insufficient,and the policy environment is not mature enough.On this basis,this article conducts a multi-angle analysis of the reasons from four aspects:policy text,executing agencies,target groups,and policy environment.Finally,suggestions are proposed to optimize the implementation of B city’s off campus training governance policy.Firstly,formulate laws and regulations to improve the policy system;Secondly,we need to improve the administrative supervision system and strengthen supervision;Once again,improve the policy recognition of the target group;Finally,optimize the social environment for policy implementation.
