Research On The Effect Evaluation Of Tourism Development Policy In Daqing City

Daqing is a resource-based city that is born and prospers from oil,but oil resources alone cannot support its sustainable development.Due to its characteristics of low input,high output,low energy consumption,less pollution,strong comprehensiveness and high employment rate,tourism has become the preferred industry for the transformation of resource-based cities.For Daqing,which is in the critical period of transformation and development,it is necessary to identify the development trend,determine the development direction,find the right position in the national and provincial development pattern,grasp the development opportunities,and promote the tourism industry from free and extensive to scientific and refined.This paper takes the effect evaluation of Daqing tourism development policy as the research theme,and analyzes the current situation and deficiency of Daqing tourism development,which is helpful to further improve the current situation of Daqing tourism development policy.First of all,by using the literature research method,through searching a large number of valuable domestic and foreign literature,to investigate the domestic and foreign research status,in order to clarify the deficiencies of Daqing tourism development policies,thus clarifying the research content,direction and results of this topic.By sorting out the theory of tourism sustainable development,the theory of public policy process and the basic theory of policy evaluation,this paper lays a solid theoretical foundation for the research.Secondly,this paper takes Daqing as a case study to sort out the policies and regulations of tourism development in Daqing in recent years,and sort out the implementation and effects of statistical policies.By using analytic hierarchy process(AHP),this paper establishes the evaluation index system of Daqing tourism development policy,establishes the evaluation index and weight of Daqing tourism development policy,uses fuzzy comprehensive evaluation method to transform the qualitative or fuzzy research contents into quantitative score results,and completes the effect evaluation of Daqing tourism development policy.The evaluation result is good.Finally,through the analysis of all levels of indicators of Daqing tourism development policy,this paper puts forward the countermeasures and suggestions for the implementation of Daqing tourism development policy,including policy adjustment,the implementation of existing policies and regulations,detailed policies and measures,increasing policy support,etc.,to promote the further development of Daqing tourism and accelerate the transformation process of Daqing as a resource-based city.
