Due to historical background,changes in population structure,and other factors,the deficit of social security funds in China has been widening year by year.The collection of social security contributions in China is generally characterized by high rates,lenient enforcement,underpayment,evasion,and insufficient payment by enterprises.In order to prevent the continuous expansion of the social security fund deficit and address the issue of social security fund contributions at the source,several provinces and cities including Beijing,Shanghai,and Shenzhen issued announcements on October 30,2020,stating that enterprise social insurance fees would be collected by the tax authorities.Currently,social security collection in Beijing has transitioned to the delegated collection model,marking a significant step in the implementation of social security taxation.As a mega-city with a large number of small and medium-sized enterprises,Beijing faces the challenge of increased social security costs for these enterprises,especially considering the high personnel salaries.The contradiction between social security compliance and payment has become particularly prominent.Therefore,how to assist small and medium-sized enterprises in reducing social security expenses during the transition period and alleviate the shortterm conflicts arising from the implementation of social security taxation is the main issue that Beijing is currently facing.This study focuses on small and medium-sized enterprises in Beijing,conducting in-depth research on their own operational conditions.It aims to investigate the potential impact and challenges posed by the reform of social security taxation on these enterprises,particularly from the perspective of changes in personnel social security costs,in order to gain a genuine understanding of the actual effects of the social security taxation policy on small and medium-sized enterprises in Beijing.Various methods such as questionnaire surveys,interviews,and case studies are employed to fully understand the current situation and demands of small and medium-sized enterprises in Beijing.The study identifies issues encountered during the implementation of the social security taxation policy for these enterprises and provides recommendations for policy optimization.The following conclusions are drawn from the study:First,the implementation of social security contributions and taxes in Beijing will increase the operational difficulties and risks for small and medium-sized enterprises in the short term,and individual disposable income will decrease accordingly.Second,although the social security contributions and tax policy in Beijing may cause "disturbance" for small and mediumsized enterprises in the short term,it is beneficial in the long run as it optimizes the business environment,enhances market competition fairness,and contributes to the sustainable and healthy development of China’s economy.Third,small and medium-sized enterprises in Beijing can alleviate the contradiction of sudden increases in social security costs by optimizing employment structures and adjusting salary structures internally.Fourth,from an external perspective,the Beijing municipal government and relevant management agencies should collaborate to alleviate burdens and help generate income,with the basic principles of ensuring the continuous transition and smooth implementation of the social security taxation policy.Based on the study of domestic and international experiences with social security taxation policies,and considering the issues identified in the implementation of these policies in Beijing,the following policy optimization suggestions are proposed in this study:Firstly,multi-party collaborative governance between the government and enterprises should be strengthened.Secondly,it would be appropriate to adjust the "transition period" of the social security taxation policy.Thirdly,a diversified policy combination for governance should be adopted,including adjustments in social security rates,preferential treatment in procurement,support for talent introduction,and precise financial support.Finally,new approaches are supposed to be explored actively to reduce regulatory pressure on enterprises.
